Manages homeland security mission support programs, including HR, logistics, budget, and IT, for U.S. Customs and Border Protection headquarters in Washington, D.C.
Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, U.S. Border Patrol Headquarters, Office of the Chief, Business Operations Division, located in Washington, D.C. Additional selections may be made to include other organizational divisions and/or units within the duty location(s) listed above.
In this Program Manager role, you will become a key team member of homeland security individuals involved in supervising the Headquarters Services and Support Branch responsible for leading the development and implementation of key missions support process for the organization. The program has responsibility over mission support policies, administrative issues, workforce management, training, staffing, table of organization (TO) management, payroll, and awards programs. This position starts at a salary of $143,913.00 (GS-14, Step 1) to $187,093.00 (GS-14, Step 10). Typical duties include: Provides expert guidance to USBP headquarters leadership on logistic processes, develops operational asset management strategies, ensures alignment with strategic plans, and leads the resolution of oversight issues and corrective actions. Develops and implements innovative methods to improve administrative services, oversees budget, logistics, procurement, and IT programs, and ensures financial policies are integrated and effective across USBP headquarters. Directs and supervises staff, sets priorities, evaluates performance, manages disciplinary actions, supports employee development and EEO objectives, and makes recommendations for hiring, promotions, and awards. Addresses complex workforce issues, interprets and implements HR policies, manages personnel tracking, recruitment, payroll, leave, and workers' compensation, and supports onboarding, offboarding, and performance programs.
