The Project Controls Manager is primarily responsible for developing the implementing the project controls plan to monitor and manage the EPC Contractor on schedules, reports, risk and progress and milestone tracking to support engineering, procurement, construction, commissioning and start-up through project closeout.
This position is initially in Houston and will be relocated to the job site in Louisiana. Transportation Worker Identification Credentials (TWIC) will be required.
Perform and manage project controls team including schedulers, quantity specialists and project controls specialist
Perform and manage evaluation of CPM schedule submitted by contractor and provide timely feedback
Perform and manage ad hoc project reviews, analysis and provide recommendations and solutions to upper management
Perform and manage reviews of project reports including monthly and weekly progress and project status
Provide recommendations and information to support management decision making and presentations
Provide oversight on systems development for schedule and progress reporting including dashboard for project updates
Participate in strategic planning and provide recommendations to meet project objectives
Participate in the data collection for cost impact and analysis of critical activities in order to meet project objectives
Participate in project meetings and interface with Contractor’s Project Controls Team
Participate in critical discussions with Contractor’s on project issues and client’s concerns
Participate in technical committee meetings with stakeholders and present project status
Manage and provide oversight to daily status of progress
Manage and provide input on quantity take-offs, earned values from Contractor agreed Rules of Credit
Manage validation of monthly progress and milestones completion for accuracy and timeliness of invoices
Manage and provide verification on Contractor’s Progress and Payment Curves
Manage and interface with Project Cost team on month end accruals
Ensure appropriate project controls are in place to manage the Contractor and the Liquefaction Project
Ensure contractual deliverables are prepared and submitted to appropriate stakeholders
Ensure systems and procedures for scheduling are in place to monitor schedule and report progress
Leads, plans, and sets all project controls, scheduling, quantity analysis and value of work done, quantification, business processes and standards
Develop new standards and processes if not already existing in CLNG
Ensure schedule and cost data and information are aligned with contract requirements
Act as Risk owner and participate as a member of the Risk Committee
Assist in preparing reports and presentations on all phases of the project
Maintain relationships with team members and stakeholders
Performs other duties as assigned (no more than 5% of duties)
