Job Responsibilities:
- Lead and manage large-scale civil engineering and infrastructure projects throughout the full project lifecycle, including planning, design coordination, procurement, construction, commissioning and project close-out.
- Develop and monitor project master schedules, budgets, cash flow, resource plans, key milestones and project performance targets.
- Oversee engineering, procurement and construction activities to ensure projects are delivered according to the approved scope, schedule, budget, quality and safety requirements.
- Coordinate with clients, consultants, contractors, government agencies, joint-venture partners and internal departments on project execution and technical matters.
- Review technical proposals, construction methodologies, tender documents, contract requirements and project execution plans.
- Manage contractual and commercial matters, including variations, claims, progress payments, cost control and contract compliance.
- Identify and manage project risks relating to design, approvals, cost, schedule, construction, safety and stakeholder coordination.
- Provide leadership and direction to multidisciplinary project teams and coordinate the performance of relevant functional departments.
- Monitor site progress and resolve major technical, contractual, operational and coordination issues.
- Ensure all project activities comply with relevant statutory requirements, approved specifications, quality standards and workplace safety requirements.
- Prepare regular project reports and provide management with updates on project performance, key risks and recommended corrective actions.
- Support business development, tender evaluation and project feasibility assessment when required.
- Ensure proper project completion, handover, documentation and close-out.
Job Requirements
- Bachelor’s degree in civil engineering, hydro structure or a related discipline.
- At least 5-20 years of relevant experience in civil engineering, infrastructure or construction project management.
- Proven experience managing large-scale Singapore LTA infrastructure projects, preferably involving railways, MRT, water infrastructure, dams, foundation works, Hydro-power Station Project or transit-oriented developments.
- Experience working on projects in Singapore or other international.
- Good knowledge of project planning, design management, tendering, contract administration, cost control and construction management.
- Strong stakeholder management, leadership, negotiation and problem-solving skills.
- Able to manage multiple priorities and work independently in a fast-paced project environment.
- Proven track record in managing core key teams of a minimum of 20 personnel.
- Able to travel for overseas assignments and work beyond normal working hours when project requirements arise.
