Project Expansion Director, E&C

The Project Director Expansion is responsible for developing the project and the detailed technical plans to engineer, construct the expansion of Cameron LNG with an additional 2 trains, 2 tanks and supporting common facilities and utilities. The role involves the development of the Project from now until completion in Q3 2018. The incumbent will ensure overall engineering and commissioning and start-up schedule is maintained and the technical budget is not over-run. The role is also responsible to ensure that the handover process to Operations is seamless and that the long term Plant operational interests identified in the EPC Agreement are fulfilled by the EPC Contractor. Additional role involves providing support in defining work scope, engineering specifications, permitting interfaces, managing engineering consultants and engineering management services.

This position will initially be located at the EPC Contractor's office in Houston and transition to the site in Hackberry, Louisiana. Transportation Worker Identification Credentials (TWIC) will be required.

Leads all engineering related activities during the pre- FID and engineering and construction phase through COD of the facility, including, budget and schedule, management of the engineering, completion, commissioning and start-up of the Project with respect to all major contractors including the EPC contractor.

Monitor the EPC progress and identify the hidden problem and/or constraints in advance to provide mitigation plan or establish alternative solution with EPC Contractor in good faith.

Works collaboratively with the Chief Officer - Engineering &Construction in developing Engineering, Commissioning and Start-up strategies.

Works extensively with other departments to coordinate and direct resources.

Works extensively with external companies including engineering firms, equipment suppliers, and financial institutions, and with federal, state and local government agencies, organizations, and community leaders.

Co-ordinates with internal and external engineering in all operational projects and new developments, from conception to completion in line with budgets and on time scheduling.

Develops and manages budgets and schedules to meet financial targets with an understanding of the corporation's accounting and procurement procedures and guidelines and abides by them. Direct responsibility for the Engineering and Commissioning and Start-up budget, schedule.

Co-ordinate between authorities and EPC Contractor in the process of ensuring engineering design as per the permitting and/or licenses for the Project.

Organize the project key meetings with relevant parties to review the project status and resolve issues in timely manner.

Makes presentations to management, as well as in public forums/settings.

Performs other duties as assigned.
