Summary
A construction Project Manager handling day-to-day administrative, financial, and contract execution of federal government construction projects in Tampa — managing submittals, RFIs, scheduling, cost control, change orders, procurement, and closeout while coordinating with government owners, superintendents, and quality-control staff. Educational & Experience Requirements
-
Four-year degree in Construction Management, Building Science, Engineering, or related field from an accredited college or university, plus a minimum of 3 years of relevant construction experience; OR
-
Four-year degree in a non-related field plus a minimum of 5 years of relevant construction experience.

Experience managing federal government construction projects preferred, including work with USACE, NAVFAC, or other federal agencies.

Experience with large, complex commercial, institutional, military, or government construction projects strongly preferred.
Certifications / Training
-
OSHA 10 Hour required.

USACE/NAVFAC Construction Quality Management for Contractors (CQM-C) certification preferred.

Familiarity with EM 385-1-1 requirements preferred.

Additional federal project, safety, or quality-control certifications are a plus.
Technical Requirements
Software
-
Proficiency in Microsoft Word and Excel.

Proficiency in Primavera P6 or similar scheduling software.

Proficiency in project management and accounting software.

Working knowledge of RMS/QCS or similar federal construction management systems preferred.

Working knowledge of Navisworks, Revit, and other BIM/coordination platforms.
Federal Construction Knowledge
-
Working knowledge of federal construction contracting requirements and government project administration.

Understanding of USACE, NAVFAC, and/or other federal agency procedures preferred.

Familiarity with federal submittal, RFI, quality-control, scheduling, change-management, and project documentation requirements.

Working knowledge of FAR clauses and federal contract requirements applicable to construction projects.

Understanding of the Three-Phase Control process and coordination with the project Quality Control Manager.

Ability to maintain the detailed documentation and reporting standards required on federal projects.
General Construction Knowledge
-
Strong understanding of quantity take-off and subcontractor solicitation to support estimating and procurement.

In-depth understanding of building systems, construction means and methods, and trade sequencing.

Working knowledge of construction surveying and layout.
-
Strong working knowledge of contract documents, specifications, and contract language.
-
Understanding of project risk management, cost control, scheduling, procurement, and change management.
Essential Functions
-
Manage the day-to-day administrative and financial execution of assigned federal construction projects.
-
Supervise and develop Assistant Project Managers and project administrative staff.
-
Manage the project submittal process to ensure compliance with contract specifications and federal agency requirements.
-
Manage the Request for Information (RFI) process and coordinate timely resolution with the Owner and design team.
-
Coordinate closely with the Superintendent, Quality Control Manager, Site Safety and Health Officer, and other project leadership.
-
Support implementation of the project's Quality Control Plan, including Preparatory, Initial, and Follow-Up phases of control.
-
Ensure project documentation complies with applicable federal contract requirements and agency procedures.
-
Manage procurement, subcontractor coordination, material deliveries, and long-lead items.
-
Develop, maintain, update, and report the project schedule in accordance with contract requirements.
-
Manage project cost controls, forecasting, commitments, billings, and financial reporting.
-
Maintain accurate progress documentation and reporting for both BLHI leadership and the government Owner.

Manage change orders, modifications, requests for equitable adjustment, and supporting documentation.
-
Identify potential contractual issues and ensure timely notice and documentation in accordance with contract requirements.

Support resolution of disputes, claims, and subcontractor issues.

Coordinate completion of project closeout requirements, including punch lists, as-built documentation, O&M manuals, warranties, training, and government acceptance.

Support and reinforce BLHI safety requirements and applicable federal safety requirements, including EM 385-1-1 when required by contract.

Ensure work is executed in accordance with plans, specifications, contract requirements, quality standards, and project schedule.
Relationship Management

Establish and maintain a professional, solutions-oriented relationship with the federal Owner and government representatives.

Develop productive relationships with Contracting Officers, CORs, government project managers, inspectors, design teams, and other project stakeholders as applicable.

Establish and maintain strong relationships with subcontractors, vendors, and teaming partners.

Represent BLHI professionally in all interactions with clients, subcontractors, government personnel, and the surrounding community.

Support BLHI's Federal Group business development efforts and develop an understanding of key federal clients, agencies, and markets.

Participate in industry and/or community organizations.
