Job Summary
Lead digital transformation initiatives by managing Scrum teams and delivering government digital products using agile methodologies and GovTech technologies.
Responsibilities
- Manage and maintain the product backlog by translating stakeholder and regulatory requirements into a prioritized, actionable delivery plan
- Lead cross-functional Scrum teams through daily Agile ceremonies, sprint and release planning, dependency management, issue resolution, and release governance to ensure smooth delivery
- Coordinate with stakeholders and Scrum teams to plan releases, manage dependencies, and deliver prioritized product backlog items on schedule
- Oversee delivery plans, schedules, risks, issues, dependencies, blockers, and escalations to achieve timely product outcomes
- Serve as the primary liaison between stakeholders and Scrum teams to facilitate clear communication and alignment
- Manage stakeholder relationships and communications across LRIPD, Minlaw divisions, government agencies, and third parties to support project success
Required competencies and certifications
- Scrum Certification
- Minimum 7 years leading digital transformation programs
- Minimum 7 years leading cross-functional Scrum teams
- Experience delivering government digital products
- Experience with GovTech technology stack
- Experience in OutSystems-based delivery
- Experience managing legacy technology systems
- Knowledge of government ICT policies
- Experience working in an Agile Scrum delivery environment
- Proven cross-functional team leadership experience
