QC Inspector - RTFI
General Characteristics (Job Summary)
- Perform quality activities in accordance with quality management system established.
- Establish inspection and test plans and its record forms as per project requirements and international codes and standards.
- Carry out inspections on discipline responsible to determine whether work performed conforms to quality requirements, and recording its result.
- Ensure inspection status is controlled through efficient tools such as inspection matrix.
- Co-ordinate direct activities with the other discipline inspectors to maintain consistency and integrity in the overall construction.
- Inspection of piping, welding, painting and insulation activities and supports subcontractor to ensure quality and efficiency in accordance with project specification.
- Review Customer's technical specifications and Quality Assurance Plans, QC Procedures and NDE procedures assist with establishing acceptable working practices for construction activities.
- Verifying that adequate and valid welder approvals are available, and that only approved welders are used in production.
Roles and Responsibilities
- Managing and performing inspection of Welding discipline.
- Generate client Requests For Inspection (RFI) where required providing sufficient notice for hold, witness and inspection points.
- Prepare / Review the following Quality procedure documents submitted by the Sub-contractors such are Inspection Test Plan (ITP), Material Approval Request (MAR).
- Prepare / Review / Approve the related inspection reports where inspection results are recorded.
- Controlling inspection status by using systematic tools such as inspection matrix.
- Setting and applying practical inspection process of particular discipline based on Project requirements and International Codes (providing ITP and managing Matrix)
- Control NCRs to be closed out within the due date and supporting to prepare Corrective Action Plan properly.
- Performing and coordinating inspection with client.
- Carry out QC Supervisor's responsibility in their absence.
- Control quality violations through regular tool box talk with the construction team.
- Review and track material submittals required for Welding Definable Features of Work prior to Preparatory Meetings.
- Conduct Preparatory Meetings with Subcontractors related to Welding Definable Features of Work.
- Inspect incoming material deliveries by confirming specifications and compliance with approved submittals, conduct visual and measurement tests in conjunction with the onsite logistics team.
- Reject and facilitate the return of unacceptable materials.
- Ensure to apply lessons learnt and proper preventive action conducted.
- Prepare / Review / Witness of PQR, WPS and Procedure.
- Conduct and witness Welder Qualification tests, Procedure Qualification, Destructive test and verify Compliance with the codes and standards.
- Verify welding qualification and ensure that only qualified welders are used in production.
- Confirm welding consumables before starting welding (Electrodes, filler wires, inserts, gases, fluxes etc.).
- Monitor the heat treatment requirements (PRE HEAT TEMP, PWHT ETC.).
Experience
- From project start to completion.
- Experience in oil / gas / petrochemical or power plants as a piping / welding / painting Inspector.
- Engineering and Construction Company working experience in GCC.
Knowledge
- Technical knowledge and familiarity with related international codes and standards in particular discipline.
- Able to check that suitable and appropriate inspection and test tools are used.
- Investigate and analyze nonconformities and observations and figuring out solutions.
- Radiographic Film Interpretation (RTFI).
- Capability of planning and controlling inspections for medium scale project (0.5~1.5 billion dollar).
- Construction management and engineering standards.
- Computer application ability (MS Word and MS Excel).
- Verify contractor quality requirements are specified to vendors and contractor documentation submittals.
- Review quality inspection personnel qualifications and training requirements.
- Attend all pre-bid meetings and coordinate all project requirements with the project bidders.
