Quality Assurance Specialist
Summary
Performs quality assurance for a nonprofit regional center serving people with developmental disabilities: conducting provider site visits and health/safety checks, reviewing programs for Title 17 compliance, monitoring vendored services, and following up on complaints. This is a regulatory/social-services QA role, not a software testing job.
Position Title: Quality Assurance Specialist
Salary Range: $3,092.27 - $4,568.68 Bi-weekly / $80,399.02 - $118,785.68 Annually
New hires with no prior Regional Center work experience will start at the very beginning of the salary scale.
The Regional Center of the East Bay (RCEB) is one of 21 Regional Centers that are community-based, private non-profit corporations under contract with the California Department of Developmental Services. RCEB provides intake, assessment, diagnosis, and coordinates community-based services for over 25,000 children and adults with developmental disabilities in Alameda and Contra Costa counties.
RCEB envisions a future where persons with developmental disabilities are truly a part of the community. Persons with developmental disabilities receive supports and services they need to succeed. The supports and services change as the need changes.
In our dream, children with developmental disabilities live with families in typical communities. Many choose to attend their neighborhood schools and play with neighborhood friends. Adults with developmental disabilities live in the residence of their choice – with family members, with friends, or with their spouse / significant other. They engage in activities of their choice – work, volunteering, education, training, or leisure. They have meaningful relationships with friends and coworkers and are seen as valuable, contributing members of their communities.
Summary of the Position:
Under general direction, this position is responsible for actively participating in RCEB’s Quality Assurance Plan. This position includes working collaboratively with providers, RCEB employees, and the people our agency supports.
- Provide consultation and technical assistance regarding policies, procedures, standards and regulations to vendored homes, programs, and RCEB Employees.
- Coordinate the monitoring and review of vendored services being provided to the people RCEB serves.
- Conduct site visits; including Health and Safety “checks”.
- Review programs and records for Title 17 regulation compliance.
- Meet with providers of services and discuss the strengths and challenges of their program.
- Observe and interview employees of programs to determine knowledge of the supports and services being provided.
- Interact with people receiving supports to determine their contentment with the supports they receive.
- With vendors, create and monitor plans addressing noted issues and substantial inadequacies.
- Participate in interagency meetings to support consistency and quality improvement.
- Work in collaboration with Community Care Licensing.
- Participate in identifying training needs for vendors and providing trainings.
- Support RCEB activities for HCBS Compliance.
- Follow up with reported complaints and concerns made about providers.
- Assists with Special Incident Report follow up.
- Other related duties as assigned.
MINIMUM QUALIFICATIONS:
- Bachelor’s degree with four years paid experience as a case manager supporting people with intellectual and developmental disabilities (or) Bachelor’s degree with four years paid experience managing a program providing residential and living supports to people with IDD.
- Knowledge of Title 17 and 22 as it relates to the provision of quality services to the individuals served by RCEB preferred.
- Excellent organizational skills and ability to develop a course of action with follow through within timeframes.
- Ability to build collaborative relationships; at times in adversarial situations.
- Automobile and valid driver’s license.
- Have an understanding of Person Centered Thinking.
- Demonstrate cultural awareness and sensitivity and an ability to work effectively with culturally diverse populations.
