WebFOCUS is the reporting and Business Intelligence (BI) frameworkcurrently used to support MTO operational reporting for several criticalbusiness functions. This engagement supports the design, development, anddelivery of a replacement operational reporting portal. The successfulresource(s) will re-platform existing WebFOCUS reports — including theunderlying business logic, SQL, and data transformation rules — into a modern,supportable web application (Java back end / Angular front end) hosted in theministry's Azure environment, in accordance with Ontario Public Service (OPS)architecture, security, and accessibility standards.

Deliverables:

The services and deliverables to be provided by theresource(s) will include the following:

• Web User Interface:
  
• Fully commented and functional Angular front-end code forthe reporting portal
  
• Unit test code and automated UI test coverage
  
• Responsive, accessible (AODA-compliant) report viewstranslated from existing WebFOCUS report layouts
  
• Application Programming Interfaces (API):
  
• Design and construction of REST API services exposing reportand reference data
  
• Documentation for developers on effective use, integration,and versioning of the API
  
• Backend / Data Development:
  
• Java-based backend services connecting the application tounderlying relational databases
  
• Migration and refactoring of existing WebFOCUS SQL andreport logic into the new application
  
• Source Code:
  
• Source code developed to specification, version-controlledin Azure DevOps
  
• Knowledge Transfer:
  
• Knowledge transfer sessions and supporting documentation forministry technical staff on the design and implementation of the reportingportal
  

General Skills:

• Experience in programming and analysis, with specializedsoftware package support at the specified experience level
  
• Ability to collaborate with IT professionals throughout thesoftware development process
  
• Experience with Agile/Scrum methodology for the development,design, implementation, and maintenance of applications
  
• Experience with design, coding, testing, and debugging ofapplications
  
• Experience with relational database technologies and SQL,including reading and refactoring existing report/query logic
  
• Excellent analytical, problem-solving, and decision-makingskills; strong verbal and written communication skills
  
• Ability to work independently and deliver production-readycomponents with minimal supervision, following knowledge transfer
  

Full Stack Skills:

• Proficient with both front-end and back-end development,including associated areas such as database design/management and DevOps
  
• Experience with Java for backend/API development
  
• Experience with Angular for front-end development
  
• Design and implementation of overall solution architecturefor a web-based reporting application
  
• Design and construction of REST API services, andintegration of front-end UIs with those APIs
  
• Design and deployment of databases; ability to translateexisting SQL/report logic into a modern application
  
• Experience deploying and supporting applications in aMicrosoft Azure environment
  
• Supporting the implementation/upkeep of ContinuousIntegration and Continuous Deployment (CI/CD) pipelines, e.g., Azure DevOps
  
• Ensuring the solution is designed and built forperformance, scalability, and maintainability
  

Desirable Skills:

• Prior exposure to or working knowledge of WebFOCUS is anasset
  
• Working knowledge of Power BI
  
• Working knowledge of Databricks
  
• Knowledge and understanding of the Accessibility forOntarians with Disabilities Act (AODA) and related regulations and standards

Requirements

Experience and Skill Set Requirements:

Must Haves:

• 8+ years of experience developing large-scale, production businessapplications using Java for backend/API development
  
• 5+ years of experience with Angular (or comparable modernJS/TS framework) for front-end development
  
• Reverse engineer and re-platform the existing logic ((e.g., WebFOCUS)
  

Nice to have:

• experience in an Ontario Public Service (OPS)
  

Skill Set Requirements:

Full Stack Development – Java & Angular:

• 8+ years of experience developing large-scale, productionbusiness applications using Java for backend/API development
  
• 5+ years of experience with Angular (or comparable modernJS/TS framework) for front-end development
  
• Demonstrated ownership of end-to-end solution architectureacross the full stack, including sound trade-off decisions made independently
  
• Depth and breadth of hands-on full stack delivery will beweighted heavily, as this is the core capability required for the engagement
  

Database, SQL & Reporting Logic Migration:

• Strong experience with relational database technologies andSQL
  
• Demonstrated ability to interpret, refactor, and re-platformexisting report/query logic (e.g., WebFOCUS or equivalent BI tooling) into amodern application
  
• Experience with database design and deployment
  

API Development & Azure Deployment:

• Experience designing, building, and documenting REST APIservices
  
• Experience deploying and supporting applications in aMicrosoft Azure environment
  
• Working familiarity with CI/CD pipelines (e.g., AzureDevOps) sufficient to integrate with an existing pipeline maintained by aseparate team
  

Agile Methodology & OPS Delivery:

• 5+ years of experience with Agile/Scrum deliverymethodologies
  
• Knowledge of Ontario Digital Service standards and/or priorexperience in an Ontario Public Service (OPS) or broader public sector ITenvironment
  
• Ability to work independently with minimal oversight andtake ownership of delivery timelines, commensurate with a senior-levelengagement
