Our public sector client is seeking a Senior Business Analyst (5+ years) to translate business requirements into scalable technology solutions using Agile and DevOps practices

This role bridges business and technology by applying business analysis and engineering thinking to complex workflows, systems, and user needs within a regulated environment. The position supports requirements analysis, solution design, backlog management, and iterative delivery while collaborating closely with architects, developers, QA, UX, and DevOps teams. The engagement includes work on scalable and maintainable technology solutions aligned to enterprise standards and measurable business outcomes.

1 year contract to start, hybrid model in Richmond. 8 hours/day.

Must Haves

5+ years in Business Analysis, requirements traceability, solution evaluation, and technical impact assessment
Agile, DevOps, user stories, acceptance criteria, and product backlog delivery experience
Software development, architecture, APIs, databases, data flows, and integrations technical literacy
Business process definition documents, root cause analysis, systems thinking, and evidence-based recommendations
University degree in Computer Science, Business Administration, or STEM (Science, Technology, Engineering, Math)

Nice to Have

Experience working in the public sector or regulated environments
Experience within workers’ compensation environments
Experience applying Generative AI and Agentic AI to improve business processes, software delivery, or customer experiences

Responsibilities

Engage business stakeholders to understand workflows, pain points, objectives, and desired outcomes
Elicit and translate requirements into user stories, acceptance criteria, business rules, and traceable delivery artifacts
Model current and future-state workflows to identify optimization opportunities
Analyze solution options, dependencies, risks, impacts, and trade-offs
Collaborate with architects, developers, QA, UX, and DevOps teams to refine solutions and support delivery
Own and maintain the product backlog including prioritization, refinement, estimation, and delivery readiness
Validate requirements and solutions with stakeholders to ensure alignment with business outcomes and user value
