Job purpose

Supervise and provide technical support on all aspects of project management, with primary focus on construction and site execution activities, from conception to hand-over to ensure that assigned projects are completed to the required safety, quality, schedule, and cost.

Key accountabilities

Projects engineering

  • Primary accountability during the construction and commissioning phases, with continued support during late engineering and close-out activities.
  • Provide professional expertise in the selection of contractors, lead day-to-day site management, construction logistics, field coordination, and contractor performance monitoring.
  • Contribute to the development of detailed statement of requirements (SOR) and strategy for implementation of various project phases, such as FEED, detailed engineering, construction, and commissioning.
  • Participate in the development of tender documents for the selection of the engineering consultant, PMC, and contractors.
  • Review and comment on contractor documentation, consolidate comments from concerned parties, and issue to contractor including resolving conflicting comments to ensure that the contractors submit the required documentation in the specified format.
  • Lead and supervise the activities of assigned specialists to the project during engineering and construction phases.
  • Monitor the progress of work performed by licensors, engineering, and EPC contractors with a focus on construction and commissioning progress performed by EPC contractors; identify productivity, interface, and sequencing constraints, and drive corrective and recovery actions in coordination with planning and site teams.
  • Identify any bottlenecks and recommend corrective action to ensure smooth and timely completion of each project.
  • Review contractors' subcontracting strategy and pre-qualification of subcontractors and ensure that contractors’ strategy, plans, specifications, methods, and procedures for construction are in accordance with the scope of work and specifications.
  • Ensure that state-of-the-art technology is applied in the selection of equipment, material, systems, work methods, and testing for efficient project management.
  • Ensure application of value added in the area of construction strategy, plans, specifications, methods, and procedures throughout the assigned project for cost effectiveness.
  • Ensure safety of work methods and procedures, demonstrate visible site HSE leadership, and install and review site safety audit plans; lead the team for site safety audit implementation.
  • Review contractors' organization for construction and commissioning.
  • Review and coordinate contractors' pre-commissioning and commissioning procedures, plans, and activities.
  • Review contractors’ invoices and monitor contract costs in liaison with Cost Service. Evaluate cost trends and advise the manager as necessary.
  • Monitor and manage project completion punch lists, validate mechanical completion readiness to ensure that all construction and commissioning activities are completed and accepted to allow release of PAC to contractors.

Qualifications, experience, knowledge & skills

  • Bachelor degree in engineering.
  • Eight years of experience in engineering multi-disciplinary functions for the design of the assets/facilities, exposure to preparation of design and construction packages.
  • Knowledge of gas extraction and processing plant operations, production engineering principles, and project management.
  • Good engineering concepts and construction experience.
  • Knowledge of applicable legislation and regulations relevant to the division concerned.
  • Knowledge of HSE principles and their application relevant to the oil and gas industry.
  • Professional qualification in project management, e.g., PMP.
