Primary Responsibilities:
Lead support for the technical and administrative processes required to transfer military equipment to international partners. Advise stakeholders on applicable International Traffic in Arms Regulations (ITAR) and Export Administration Regulations (EAR), A Senior level person typically works high visibility or mission critical aspects, performs functions independently and may oversee the efforts of other staff. Must be able to demonstrate initiative and contribute to a multi-discipline, rapid action team.
Task Performed:
Demonstrated Knowledge:
- Draft Letters of Request (LOR) and Letters of Acceptance (LOA)
- Interpret and advise Government stakeholders on the applicable impacts of Arms Export Control Act, ITAR, EAR and National Disclosure Policy
- Develop artifacts for Foreign Military Sales (FMS) cases
- Track multiple cases through planning and initial stages
- Assist in the Technical Security and Foreign Disclosure process
- May serve as liaison between international customers and US Government stakeholders, such as the Program Offices, Navy International Program Office, Secretary of the Air Force International Affairs and Defense Security Cooperation Agency
Education/Experience:
SENIOR: A Senior level person within a labor category has over 10 years of experience related to the functional duties for that labor category and a MA/MS degree.
Allowable Education/ Experience Substitutions:
Ten (10) years of additional relevant work experience may be substituted for a Master’s degree. An associate’s degree plus eight (8) years of additional relevant work experience may be substituted for a Master’s Degree. Bachelor’s Degree plus four (4) years of additional relevant work experience may be substituted for a master’s degree.
Required Experience:
- FMS case experience required. Aviation or weapons systems preferred
- Familiarity with Defense Security Assistance Management System or Security Cooperation Information Portal a plus
- Strong written communications skills for drafting complex agreements and memorandums
Security Clearance Required: Secret Clearance.
Estimated Travel: 10%
Location: On-site Lexington Park, MD.
Pay Range: $105,000-$175,000. Salary will be set based on experience, education, and contractual requirements. This range represents the standard pay for this role and is just one component of CRL's compensation package.
