Senior Instructional Analyst/ ISD III Lead

Oneida Professional Services (OPS) is seeking for a motivated Senior Instructional Analyst/ ISD III Lead in Orlando, FL.


Employment Status: Contingent upon contract award
Location: Flexible contractor-site or authorized telework location, subject to individual task-order requirements
Primary Customer Location: PM TRASYS, Orlando, Florida
Travel: Periodic CONUS and OCONUS travel may be required


The position requires extensive experience applying instructional-systems design, adult-learning, performance-analysis, and training-evaluation principles to complex military or technical systems. The ISD III Lead must be capable of leading multiple analysts, interacting with senior Government stakeholders, and translating technical and operational information into defensible training recommendations.


Key Responsibilities:

  • Serve as the technical lead for assigned training analysis and evaluation task orders.
  • Develop the technical methodology, analytical framework, data-collection strategy, staffing approach, and execution plan for each assigned effort.
  • Lead cognitive, needs, alternatives, gap, training-situation, job-task, training-system-requirements, learning-objective, media, fidelity, functionality, cost/trade-off, START, and training-effectiveness analyses and evaluations.
  • Review system documentation, operational requirements, training materials, technical publications, doctrine, policies, and source data.
  • Facilitate interviews, focus groups, working groups, workshops, observations, and data-collection sessions with operators, instructors, maintainers, engineers, program personnel, and other subject-matter experts.
  • Assign work to ISD III and ISD II personnel and provide technical direction throughout the analysis lifecycle.
  • Develop and maintain analytical standards, templates, style guides, traceability methods, and product-development procedures.
  • Ensure that findings, conclusions, and recommendations are supported by collected evidence and linked to operational or training requirements.
  • Analyze performance requirements, knowledge and skill gaps, job tasks, learning objectives, training conditions, media options, system fidelity, and training effectiveness.
  • Coordinate with equipment and technical SMEs to validate operational, maintenance, safety, system, and procedural information.
  • Integrate instructional, technical, human-performance, and operational information into clear findings and actionable recommendations.
  • Review draft products for analytical sufficiency, consistency, instructional integrity, and compliance with the approved methodology.
  • Resolve Government and stakeholder comments and document the disposition of review comments.
  • Present technical findings, methodologies, risks, and recommendations during Government reviews and stakeholder briefings.
  • Support the Program/Project Manager in developing labor-hour estimates, staffing plans, schedules, assumptions, and technical approaches for new task orders.
  • Coordinate with the Quality Control Specialist to ensure deliverables comply with the PWS, task order, style guide, applicable standards, and delivery requirements.
