Senior Manager, PMO - Migrations
Description
Oracle Health is seeking a Senior Manager, PMO - Migrations to lead the technical program management team responsible for planning and delivering complex healthcare migrations, including full-stack migrations to Oracle Cloud Infrastructure (OCI). This leader will own delivery across the migration portfolio, aligning engineering, product, operations, clinical, and field stakeholders to meet customer commitments and roadmap milestones.
The role combines direct people management with hands-on program leadership. You will develop a high-performing team while personally driving critical programs, resolving escalations, and working through technical and operational dependencies. Success requires clinical domain and electronic health record (EHR) experience, a record of delivering migrations or implementations, and the ability to translate technical complexity into clear decisions and predictable execution.
Key Responsibilities
Lead, coach, and develop a team of technical program managers, setting priorities, assigning work, managing performance, and building capabilities in migration and implementation delivery.
Own the migration portfolio from discovery and planning through execution, cutover, stabilization, and operational handoff; align scope, sequencing, resources, and milestones with customer and business priorities.
Personally lead complex or at-risk programs and escalations, working directly with technical and clinical stakeholders to remove blockers and drive issues to resolution.
Establish integrated program plans covering infrastructure, applications, data migration, interfaces, testing, clinical workflow validation, and operational readiness; make cross-team dependencies and ownership explicit.
Partner with clinical and EHR subject matter experts to assess workflow impacts, validate readiness, and plan transitions that protect patient safety, data integrity, and continuity of care.
Drive migration readiness and cutover governance, including entry and exit criteria, go/no-go recommendations, contingency and rollback plans, and post-migration stabilization.
Align engineering, customer support, operations, and field teams on delivery commitments; resolve competing priorities and escalate decisions with clear options, impacts, and recommendations.
Establish consistent PMO standards, risk and issue management, change control, and review cadences that improve accountability and delivery predictability.
Provide executive updates on portfolio health, milestones, migration throughput, risks, and recovery plans; use metrics and lessons learned to improve execution and scale repeatable migration practices.
Required Qualifications
8+ years of experience in technical program management, healthcare technology delivery, systems implementation, or related roles, with increasing responsibility for complex, cross-functional programs.
Previous direct people management experience, including performance management, coaching, team development, workload prioritization, and resource planning.
Hands-on experience personally owning and delivering complex technical programs, including detailed planning, dependency management, issue resolution, readiness reviews, and executive communication.
Clinical domain and EHR experience, with an understanding of clinical workflows, healthcare operations, and the effects of technology changes on clinicians and patient care.
Experience delivering migrations or implementations in healthcare environments, including planning, testing, cutover or go-live, stabilization, and transition to support.
Technical fluency across cloud infrastructure, enterprise applications, data migration, and system integrations sufficient to engage engineering teams, assess dependencies, and challenge delivery assumptions.
Demonstrated ability to manage concurrent programs, resolve cross-functional blockers, lead escalations, and communicate risks and tradeoffs clearly to technical teams and senior leaders.
Must be based in Nashville, Tennessee, and able to work on-site according to the team's schedule.
Preferred Qualifications
Experience with Oracle Health EHR solutions and healthcare migrations to OCI or other cloud platforms.
Experience coordinating full-stack migrations across infrastructure, applications, databases, and interfaces in environments with strict availability requirements.
Experience building or scaling a PMO or technical program management team and introducing repeatable delivery methods and portfolio reporting.
Familiarity with healthcare interoperability standards such as HL7 and FHIR, and with healthcare security, privacy, and change management practices.
PMP, PgMP, or relevant Agile certification.
