  • Provide strong technical leadership and hands-on guidance to project engineers, site engineers and supervisors to ensure the effective execution of mechanical and ACMV works in accordance with approved drawings, specifications, contractual requirements and project objectives.
  • Act as the key technical problem-solver on site, identifying, investigating and resolving complex mechanical, ACMV and installation issues promptly to minimise construction delays, rework and cost overruns.
  • Review mechanical and ACMV designs, shop drawings, material submissions and technical proposals, ensuring compliance with project specifications, applicable codes, healthcare facility requirements and relevant statutory regulations.
  • Oversee the coordination and integration of ACMV systems with other M&E services, architectural works and structural elements, proactively resolving design discrepancies, spatial constraints and site coordination issues.
  • Manage project schedules, manpower deployment, material procurement and subcontractor performance to ensure works are completed safely, efficiently and within the approved budget and timeline.
  • Conduct regular site inspections and progress reviews to monitor workmanship, installation quality, construction progress and compliance with approved method statements and quality standards.
  • Lead site coordination meetings with clients, consultants, main contractors, subcontractors and other stakeholders to address technical matters, resolve site constraints and drive timely project decisions.
  • Mentor, coach and train project engineers and site personnel in mechanical and ACMV engineering practices, technical troubleshooting, construction coordination, quality control and project execution.
  • Develop the technical capabilities of the engineering team by providing on-the-job training, reviewing work performance and establishing effective approaches to resolving recurring site issues.
  • Oversee the testing, adjusting, balancing (TAB), testing and commissioning of ACMV systems and related mechanical installations, ensuring that all systems meet design intent, performance requirements and operational standards.
  • Ensure that mechanical and ACMV installations meet the stringent operational, environmental and indoor air quality requirements applicable to healthcare and medical facilities, including relevant ventilation, filtration and pressure-control requirements where specified.
  • Manage project variations, technical changes, progress claims, cost control and contractual matters, assessing their impact on project scope, budget, resources and delivery schedules.
  • Ensure timely preparation and submission of technical documentation, progress reports, inspection records, testing and commissioning reports, as-built drawings, operation and maintenance manuals, and other handover documents.
  • Work closely with the project and commissioning teams to coordinate system testing, rectify defects, resolve outstanding technical issues and facilitate a smooth handover to the client and facilities management team.
  • Enforce compliance with workplace safety, environmental, quality assurance and quality control requirements throughout the project lifecycle.
  • Take ownership of site performance and project deliverables, exercising sound engineering judgement and making timely decisions to overcome construction challenges and achieve successful project completion.

Job Specifications / Requirements

  • Degree in Mechanical Engineering or a relevant engineering discipline.
  • Minimum 10 to 15 years of relevant experience in mechanical engineering, M&E construction or building services, with substantial hands-on experience in ACMV installation and project execution.
  • Proven experience managing mechanical and ACMV works for large-scale building construction projects; experience in hospitals, healthcare facilities, medical centres or other technically complex buildings will be highly advantageous.
  • Strong technical knowledge of ACMV systems, including ventilation, chilled water systems, ductwork, equipment installation, testing and commissioning, and system integration.
  • Demonstrated ability to troubleshoot and resolve complex technical and construction-site issues independently, with a practical, solution-oriented approach.
  • Proven experience leading, supervising and mentoring project engineers, site engineers, supervisors and subcontractors.
  • Strong capabilities in project planning, site coordination, manpower management, progress monitoring, cost control and contract administration.
