United States Suitability/Public Trust Fully remote Project/Program Management **Overview** GovCIO is currently hiring for a Senior Product Manager to lead strategy, delivery, and oversight of a custom-developed product within the OCC portfolio, supporting the Veterans Health Administration (VHA) Office of Connected Care. This role owns shared services intake and coordination, with additional support for FHIR data governance and data quality - advising clients and aligning product goals, stakeholder needs, and technical execution to mission-critical outcomes. Strong candidates bring product management and Agile delivery experience, with the ability to navigate complex enterprise healthcare systems. This is a fully remote (United States) position and may require up to 10% travel for quarterly reviews. **Responsibilities** The Senior Product Manager directs shared services and product delivery from design through implementation and testing, supporting FHIR data governance and data quality/pipeline efforts along the way. This role manages budgets, schedules, and status reporting; resolves issues to meet productivity, quality, and client-satisfaction goals; and monitors progress, intervening to solve problems with team members and line managers. Generally reports to a Program Manager. + Own intake and triage of shared services demand requests, translating them into scoped, actionable work + Direct shared services projects through design, implementation, and testing + Coordinate across technical teams and system owners to schedule tasks, align dependencies, and resolve blockers + Define requirements and plan lifecycle deployment with engineering on shared services architecture + Manage integrated project plans, including budgets, risk, and status reporting + Lead sprint planning, execution, and retrospectives; resolve issues to meet delivery goals + Prepare issue summaries and briefings, escalating risks to leadership as needed + Assist with FHIR data governance and data quality/pipeline troubleshooting, supporting data mapping, standardization, and coordination with data engineers on pipeline fixes + Manage vendor and delivery partner deliverables, ensuring quality standards are met + Advise clients on strategic and technical solution options + Collaborate with business owners and clinical SMEs on product decisions + Conduct project meetings and support technical teams' development **Qualifications** **Required Skills and Experience** + Proven experience as a Product Manager supporting shared services or platform environments, including intake, triage, and coordination of demand requests across technical teams + Bachelor's degree (technical, business, scientific, or healthcare discipline preferred) with 12+ years of experience overall and 5-8 years of product/program management experience in a healthcare or technical setting (or commensurate experience) + 3-5+ years of experience in a data analytics or data-oriented environment + Experience in Agile/Scrum environments, leading cross-functional teams to define product vision, roadmap, and measurable outcomes + Ability to translate stakeholder needs into clear technical requirements + Strong issue resolution skills, with the ability to identify root causes and drive timely solutions + Proven ability to build and maintain stakeholder relationships across all levels, aligning priorities and managing expectations + Exposure to FHIR standards or healthcare data governance practices + Familiarity with data quality and data pipeline troubleshooting across technical teams + Experience managing vendor or contractor teams and evaluating delivery + Proficiency in Microsoft Excel, PowerPoint, and Agile tools **Preferred Skills and Experience** + Experience supporting federal programs or within the VA/OCC environment + Experience with FHIR interoperability standards and enterprise healthcare data governance frameworks + Background working with patient-generated health data (PGHD) or clinical data sources + Knowledge of compliance standards or healthcare-related systems + Familiarity with modern tech stacks, APIs, cloud platforms, or DevSecOps + Experience with backlog tools such as Jira, Azure DevOps, or similar + Background in human-centered design, user research, or usability testing + Experience working with distributed, remote teams **Clearance Required:** Ability to obtain or maintain a Public Trust **Posted Salary Range** USD $150,000.00 - USD $160,000.00 /Yr. **Company Overview** GovCIO is a team of transformers--people who are passionate about transforming government IT.
