Role
OPHP seeks a Senior Program Manager (SPM), Response Operations to help build people-centered public health and healthcare emergency response operations that protect and promote the health of Bostonians during emergencies. The SPM will support the OPHP mission with a focus on ensuring OPHP and BPHC are well-prepared to rapidly respond to all types of emergency situations.
Duties
Emergency Operations
- Support the operational readiness of all OPHP and BPHC emergency response initiatives including the activation of the Stephen M. Lawlor Medical Intelligence Center (MIC)
- Collaborate with OPHP staff to ensure all emergency response supplies, services, contracts, Memorandum of Agreements, etc are in place, functional/active, and can be mobilized or implemented rapidly in emergency situations
- Identify improvements to existing emergency response technology and recommends new technology systems that can be used by OPHP during response and recovery operations.
- Develop, improve, and maintain protocols for use of existing response and recovery technology
- Lead the collaborative development of systems, plans and protocols for all MIC functions
- Collaborate closely with the OPHP Senior Planner and other staff to develop response and recovery plans for BPHC
- Participate in the OPHP After Action Review process to determine an appropriate Improvement Plan; works with the Senior Planner to ensure completion of the Corrective Action Plan to improve MIC effectiveness and efficiency.
- Build collaborative relationships with a variety of partners to develop processes and protocols that support public health and healthcare response and recovery operations.
- Supports the Massachusetts Department of Public Health Region 4C Hospital Coordinator position, in coordination with the Conference of Boston Teaching Hospitals.
- Supervises staff, consultants and interns as assigned; trains and reviews the work of subordinates for completeness, accuracy and content.
Response and Recovery Operations
- Serve as a Duty Officer for the Boston Public Health Commission's Medical Intelligence Center (MIC) to ensure 24/7 coverage, after participating in required onboarding
- Staff the MIC during emergencies affecting public health and healthcare
- Maintain an ongoing awareness of all OPHP emergency operations plans, protocols and procedures and demonstrate understanding of one's role in these plans
- Participate as required in all OPHP and BPHC emergency responses
- Participate in trainings and other educational opportunities to enhance knowledge of public health emergency preparedness, response and recovery field
Program and Project Management
- Ensure that project goals and objectives are consistent with both federal and state grant guidance.
- Represents OPHP at meetings, conferences and other events as needed.
- Prepares reports and briefing materials to provide information on status of all projects, as well as recommendations for future action.
- Collaborate regularly with OPHP leadership and staff to ensure coordination and support among OPHP programs and projects.
- Manage multiple competing priorities and ensure each is completed on time.
- Collaborate and meet with management staff to determine program requirements, standards and goals.
- Assist in effective operations and compliance with established standards and/or contracted goals & objectives
- Collects, reviews, and analyzes information to determine effectiveness and recommend changes/improvements.
Perform other duties to support OPHP operations as required.
Core competencies include the ability to: describe the agency role and follow the chain of command in emergency response; demonstrate her/his role in regular drills; adapt to and support rapidly changing and evolving emergencies; and recognize deviations from the norm that might indicate an emergency and take/facilitate appropriate action(s) such as communicating clearly within the chain of command.
Works in a confidential capacity with the Associate Director and meets regularly regarding all aspects of program operations, including but not limited to matters pertaining to program staff and other confidential matters. Operates independently. Uses independent judgment and discretion to make decisions affecting the program and staff as it relates to program operations/services and BPHC policy.
