Summary

Senior engineer designs, configures, and troubleshoots Oracle BRM billing and revenue systems, PDC pricing models, OCOMC mediation flows, and BI Publisher reports for a telecom client in Qatar.

We have an urgent requirement for Senior Software Engineer / SME – Oracle BRM (Billing and Revenue Management)PDC (Pricing Design Center), OCOMC (Oracle Communications Offline Mediation Controller) & BI Publisher with experience in Telecom domain for our client based in Qatar/India

Telecom domain – Must Billing and Revenue Management (BRM) 12.x & 15.x, including development, installation, and configuration.-- Must Pricing Design Center (PDC) including installation, and configuration.-- Must Oracle Communications Offline Mediation Controller (OCOMC) including development, installation, and configuration.-- Must BI Publisher / Oracle Analytics Publisher aligned with OAS 2024/2025, including development, installation, and configuration.-- Must Strong expertise across development, upgrade/installation and operations (L2/L3) of the above applications in complex, production-grade CNE environments, ensuring rating accuracy, discount correctness, high availability, and revenue assurance.-- Must

Senior Software Engineer / SME – Oracle BRM (Billing and Revenue Management), PDC (Pricing Design Center), OCOMC (Oracle Communications Offline Mediation Controller) & BI (Business Intelligence) Publisher Key Responsibilities

Strong hands‑on experience with Oracle Communications BRM 12.x & 15.x components and the BRM suite ecosystem (BRM, PDC, Pipeline Manager, and related services) in CNE environment.

Upgrade of BSS applications (BRM, PDC, OCOMC, BIP) from version 12 in cloud-native environments, including Helm chart merging and deployment alignment

Strong and Development and customization experience in:

BRM Opcodes and MTA applications

BRM Scripting using Unix and Perl

End-to-end implementation and support of product catalog & billing configuration including products, deals, plans, purchased products, purchased discounts, balance impacts, validity rules, and usage lifecycle.

Manage Bill Cycle Runs and proactively identify issues during order processing

Hands‑on troubleshooting of rating/discount issues by analyzing system behavior and logs; perform root‑cause analysis (RCA) for incorrect charges, missing discounts, incorrect zone selection, balance consumption anomalies, and event lifecycle issues.

Strong experience in configuring and managing GLID (General Ledger ID) and tax configuration

Strong working knowledge of BRM database schema concepts and event/balance impacts; ability to validate results using SQL and reconcile mediation-to-billing volumes for revenue assurance.

Experience installing and upgrading BRM environments to BRM 12.x & 15.x, including upgrade planning, test validation, production cutover, and post-upgrade verification.

Hands‑on execution of BRM upgrade activities including:

Environment readiness & dependency validation

Database schema upgrade scripts execution and verification

Transfer/merge of customizations and configuration changes

Regression testing for critical rating/billing/reporting flows

Strong understanding of BRM 12.x & 15.x documentation, release notes, and compatibility considerations to support upgrade decisions, patch/release planning, and production readiness.

Configure Charge Offers (usage, recurring, one‑time)

Configure usage‑based pricing (duration, volume, occurrence) based on Time (peak/off‑peak), Date (validity periods), Zones (Local, GCC, International)

Configure tiered / step pricing models

Configure threshold‑based pricing

Configure CUG‑based pricing models

Configure Discount Offers (Percentage discount, Fixed amount discount, Billing -Time Discount)

Configure FNF‑based discounts

Configure bundle configuration, including eligibility rules, conditions, validity, and prioritization aligned with telecom tariff requirements.

Deployment of pricing changes from PDC → BRM/Pipeline, ensuring catalog consistency and correct runtime outcomes in production.

Support pricing governance processes: change documentation, deployment planning, rollback readiness, and validation signoffs.

Hands‑on experience configuring and supporting OCOMC mediation flows for Telecom usage processing (voice/SMS/data and roaming feeds depending on implementation).

Design and manage OCOMC mediation workflows, including parsing, transformation, routing, and integration.

Hands‑on experience in OCOMC cartridges customization using SDK/customer libraries.

Manage migration and upgrade of OCOMC node chains, ensuring compatibility and seamless mediation processing

Experience in file ingestion, parsing, normalization, transformation, enrichment (e.g., MCC/MNC enrichment, roaming identification), routing, and error handling/reprocessing strategies.

Monitor mediation processing health, resolve failed files/records, and ensure output quality for downstream Pipeline/BRM rating and billing reconciliation.

Hands‑on experience in BI Publisher 12.x / Oracle Analytics Publisher deployments aligned with Oracle Analytics Server releases such as OAS 2024 (24.7.6.0) and OAS 2025 (24.8.2.0), and related upgrade considerations.

Design and develop enterprise reports (operational and business) using BI Publisher data models/templates; optimize SQL datasets and report runtime performance.

Configure scheduling, bursting, and automated distribution (daily/monthly schedules), including handling edge cases like month‑end completeness and time‑bound extraction logic.

Support patch/security awareness for BI Publisher/Analytics Publisher environments.

Required Technical Skills

Strong product knowledge and hands‑on experience in Oracle BRM, PDC, and OCOMC

Expertise in Account, Subscription, Rating, Billing, Invoicing, AR, Tax modules in BRM

Hands‑on Experience in complex pricing and discounting configurations

Proficiency in PCM C / PCM Java for BRM customization and integration

Hands‑on experience in:

Custom Opcode Development

MTA applications

Shell and Perl scripting

Strong knowledge of:

PDC pricing data model and table structures

Config objects like Impact Category, Zone Model

Pricing objects (Charge Offer, Discount, Bundle, Package)

Roaming product pricing

Experience in Exporting, importing, and publishing pricing/configuration objects

Strong expertise in Performance tuning for large object imports in PDC

Expertise in OCOMC node chains and architecture

Hands‑on with nodes CC, EP, AP, ECEDC, JDBC DC

Experience in Custom cartridge development (ASN/Binary parsing, conversion logic)

Understanding of:

OCOMC–ECE integration

Suspense/Recycle modules

BFT

Strong understanding of BIP applications and BRM‑BIP integration

Experience in:

Designing RTF and XLSX templates for PDF invoice generation

Creating and scheduling reports

Developing BI solutions, visualizations, and reports

Hands‑on experience in:

Cloud‑native architecture for BRM, PDC, OCOMC

Kubernetes and Helm‑based deployments

Experience in Version control, branching, merging, and release management

Extensive experience in PL/SQL and complex query optimization

Strong skills in Data analysis and reporting

Strong expertise in C, Java, Linux, Shell / Perl scripting and Web Logic Administration

Knowledge of Nokia network elements (Voice/Data/SMSC) CDR formats

Experience in BRM Opcode, MTA. Scripts development and maintenance

Strong understanding of Release management across environments (Dev, UAT, Prod)
