Job Type: To generate a scientifically validated environmental baseline and use it to build a data driven strategy that strengthens regulatory oversight, supports sustainable development, and enables long term environmental management across the entire jurisdiction.

Job Summary:

Design, develop and maintain scalable data management platforms, dashboards and backend systems to support a county wide environmental monitoring program. The role combines software development, database architecture and systems integration to process, store and visualize multi source environmental data reliably and securely.

Key Responsibilities

  • Design and implement robust database architectures (relational and spatial) and data models to support environmental monitoring datasets.
  • Develop backend services, APIs and ETL pipelines for ingesting, validating and transforming data from multiple sources (field devices, labs, satellite/UAV, third‑party feeds).
  • Build interactive dashboards and visualization components for data exploration, reporting and decision support.
  • Optimize application and database performance, ensure scalability and high availability.
  • Implement data security, access control, backup and recovery procedures; ensure compliance with data confidentiality requirements.
  • Apply software engineering best practices: version control, automated testing, CI/CD and documentation.
  • Collaborate with GIS specialists, data engineers, statisticians and field teams to translate requirements into technical solutions.
  • Prepare technical specifications, system architecture diagrams and deployment plans.
  • Provide troubleshooting, maintenance and support for production systems; monitor system health and respond to incidents.
  • Support knowledge transfer and provide training documentation for client staff.

Qualifications

  • Bachelor’s degree in Computer Science, Information Technology, Software Engineering or a related field.
  • Strong understanding of database design, data modeling and data warehousing principles.
  • Familiarity with spatial data and geodatabases is an advantage.

Experience

  • 3-5 years of professional experience in software development and database architecture.
  • Proven experience building data platforms, ETL processes, APIs and dashboards for medium to large datasets.
  • Experience integrating diverse data sources and optimizing database performance.

Technical Skills

  • Databases: SQL (PostgreSQL/PostGIS preferred), NoSQL (e.g., MongoDB) and knowledge of schema design and indexing.
  • Data processing: ETL tools, data pipelines, and familiarity with workflow orchestration (e.g., Airflow) beneficial.
  • Data visualization: experience with BI tools or libraries (e.g., Tableau, Power BI, D3, Plotly).
  • APIs and integration: RESTful API development and experience with JSON, GeoJSON.
  • DevOps/Deployment: familiarity with Docker, CI/CD, cloud services (AWS/Azure/GCP) and monitoring tools.
  • Testing, version control (Git) and automated build/test practices.
