Commands and directs all cyber defense operations as the designated Incident Commander, leading the 24/7/365 Security Operations Center (SOC) through real-time threat analysis, alert triage,and incident response to protect agency information systems.
Leads and oversees the agency's proactive defense programs, directing the enterprise-wide Vulnerability Management lifecycle and commanding adversarial penetration testing ("Red Team") activities to test and validate the defensive posture.
Provides and directs technical leadership for critical security functions, overseeing the engineering and maintenance of defensive tools (SIEM, EDR) and managing Digital Forensics, Insider Threat, and Privileged Access Management programs.
Serves as the lead technical authority for large-scale cybersecurity support contracts, defining complex Performance Work Statements (PWS), enforcing Service Level Agreements (SLAs), and evaluating contractor performance to ensure mission value.
Supervises a team of civilian cybersecurity experts by planning and assigning work, establishing priorities, setting performance standards under DPMAP, and evaluating work performance to improve production and quality.
Manages and develops a highly specialized workforce by identifying training needs, supporting career development plans, executing personnel actions to fill vacancies, and ensuring compliance with training and certification requirements.
