Position Overview:
As a Technical Delivery Manager, you will be accountable for end-to-end technology delivery across LINA Korea’s application portfolio as work is established within CECI. You will translate business priorities into clear delivery plans, manage execution across engineering squads, remove impediments, coordinate dependencies, and ensure high-quality releases across applications, integrations, platforms, and operational changes. The role requires a strong blend of delivery leadership, technical understanding, stakeholder management, governance discipline, and hands-on ownership of outcomes. You will partner closely with Korea business and technology stakeholders, product owners, architects, engineering leads, QA, DevOps, security, vendors, and CECI leadership to build a predictable, scalable, and high-performing delivery capability from the ground up.
Key Responsibilities:
- • Own end-to-end technical delivery for LINA Korea initiatives managed through CECI, ensuring predictable execution, quality outcomes, and alignment with business priorities
• Translate business demand, product priorities, and technology objectives into integrated delivery plans, milestones, dependencies, risks, and release roadmaps
• Lead day-to-day delivery governance across engineering squads, including sprint planning, backlog readiness, execution tracking, dependency management, RAID management, and stakeholder reporting
• Partner with engineering leads, architects, QA, DevOps, security, infrastructure, vendors, and business teams to ensure delivery commitments are clearly understood and actively managed
• Drive technical delivery across Java, APIs, enterprise platforms, integration services, databases, cloud environments, CI/CD pipelines, and production support activities
• Ensure delivery teams follow disciplined engineering practices, including requirements traceability, solution design reviews, secure development, code quality, automated testing, release readiness, and operational handover
• Establish clear operating rhythms between Korea stakeholders and CECI teams, including status reviews, governance forums, escalation paths, decision tracking, and continuous improvement loops
• Manage delivery risks and issues proactively, escalating blockers early with options, impact assessment, mitigation plans, and ownership clarity
• Track delivery performance through meaningful metrics such as milestone adherence, sprint predictability, defect trends, release quality, production stability, and dependency closure
• Support portfolio planning, capacity management, prioritisation, and financial alignment by providing reliable management information and transparent delivery insights
• Promote the practical use of AI-enabled delivery and engineering tools, such as Copilot, Claude Code, and similar platforms, to improve documentation, analysis, testing, reporting, and engineering productivity with appropriate governance
• Build a culture of ownership, accountability, collaboration, and continuous improvement across geographically distributed teams
Bachelor’s degree in computer science, information systems, engineering, or a related discipline
12–15 years of technology delivery experience, including proven experience managing complex application delivery, engineering squads, or transformation initiatives
Strong technical understanding of full-stack application delivery, preferably across Java, APIs, microservices, integration patterns, databases, cloud services, and modern DevOps practices
Proven ability to manage delivery plans, sprint execution, release schedules, dependencies, risks, issues, and cross-functional delivery governance
Experience working with product owners, architects, engineering leads, QA, DevOps, security, infrastructure, vendors, and business stakeholders across distributed teams
Strong understanding of Agile delivery, SDLC governance, release management, change management, production readiness, and operational support models
Ability to create clear delivery reporting, RAID logs, milestone plans, dependency maps, executive updates, and management information that supports decision-making
Experience in regulated enterprise environments, preferably insurance, financial services, or other complex technology-led organisations
Practical familiarity with tooling such as Jira, Azure DevOps, GitHub, Confluence, ServiceNow, CI/CD platforms, dashboards, and AI-assisted productivity tools such as Copilot or Claude Code
Strong commercial and delivery discipline, with the ability to align scope, capacity, timelines, risks, and financial tracking across a portfolio of work
Excellent communication, stakeholder management, facilitation, negotiation, and escalation management skills
High ownership mindset with the ability to bring structure to ambiguity, build trust across markets, and drive outcomes in a greenfield delivery setup
