Technical Lead - AWS Data Platform & Master Data Management

Role Overview

We are seeking an experienced Technical Lead to lead the design, development, and delivery of a large-scale data platform hosted on the Government Commercial Cloud (GCC) using AWS Cloud services. The candidate will be responsible for end-to-end data architecture, ETL modernization, master data management, governance, and reporting solutions for a public sector program.

The ideal candidate should possess strong public sector experience, deep knowledge of GovTech frameworks, Government cloud governance requirements, and proven experience delivering enterprise-scale data solutions using AWS-native services and commercial off-the-shelf (COTS) products.

Key Responsibilities

Data Platform Leadership

· Lead the technical design and implementation of enterprise data platforms on AWS GCC.

· Define target-state architecture for data ingestion, transformation, storage, governance, and reporting.

· Drive cloud-native modernization initiatives and technology roadmap.

· Work closely with enterprise architects, business stakeholders, GovTech teams, and infrastructure teams.

Data Engineering & ETL

· Design and implement large-scale data pipelines using: AWS Glue / AWS Lambda / Amazon S3 / AWS Step Functions / AWS EMR / Amazon Redshift / Amazon Athena / Amazon Event Bridge

· Lead Talend ETL development and migration strategy toward AWS-native services.

· Experience working with Graph DB applications using Neo4j

· Ensure data quality, reliability, scalability, and performance optimization.

Data Governance & Catalog

· Implement enterprise data governance frameworks.

· Manage metadata, lineage, and catalogue solutions.

· Experience with Talend Data Catalog / AWS Glue Data Catalog / Data Governance frameworks / Data Stewardship processes

Master Data Management (MDM)

· Lead administration and enhancement of TIBCO EBX MDM platform.

· Define migration roadmap from TIBCO EBX to AWS-native MDM architecture.

· Implement master data management, golden record management, hierarchy management, and data quality frameworks.

· Collaborate with business data owners and governance councils.

Application Integration

· Lead the design, development, and support of enterprise application integrations across government and external systems.

· Design and implement API-first architectures following GovTech and WOG integration standards.

· Develop and manage secure integrations between data platforms, MDM systems, COTS products, and downstream applications.

· Ensure scalability, performance, security, and monitoring of integration services.

· Support real-time, near real-time, and batch integration patterns.

Security & Compliance

· Ensure solution compliance with:

o Government Commercial Cloud (GCC) requirements

o GOVTECH standards and guidelines

o IM8 governance controls

o WOG security requirements

o Data protection and access management policies

· Implement secure cloud architecture and governance controls.

Required Skills & Experience

Cloud Technologies

· 8+ years in Data Engineering and Solution Architecture.

· 5+ years of AWS Cloud experience.

ETL / Data Integration

o Strong experience with: Talend Data Integration / Talend Data Catalog / ETL/ELT architecture / Data Migration Projects / Data Warehousing

Master Data Management

o Hands-on experience with: TIBCO EBX / Master Data Governance / Reference Data Management / Data Quality Management

· Experience migrating MDM solutions to cloud-native platforms is highly preferred.

Application Integration

· Strong experience in Enterprise Application Integration (EAI) and System Integration projects.

o Hands-on experience designing and implementing: REST APIs / SOAP Web Services / OpenAPI / Swagger specifications / API Gateway solutions / Event-driven architectures / Message-based integrations

o Experience integrating: AWS-native services / Talend ETL and Data Catalog / TIBCO EBX MDM / Tableau reporting platforms / Third-party COTS applications / Government shared services and WOG platforms

o Strong understanding of: OAuth 2.0 / OpenID Connect (OIDC) / SAML / JWT / Mutual TLS (mTLS) / API Security and Governance

o Experience with: AWS API Gateway / AWS Lambda / Amazon EventBridge / Amazon SQS / Amazon SNS / Apache Kafka (preferred)

· Experience designing canonical data models and integration patterns for enterprise-scale systems.

· Strong knowledge of API lifecycle management, versioning, documentation, testing, and monitoring.

Public Sector Experience (Mandatory)

Candidate must have proven experience delivering projects within:

Target Profile: Technical Lead / Solution Architect / Data Platform Lead with 10-15+ years of experience, strong AWS Data Engineering background, Talend and Tableau expertise, TIBCO EBX MDM experience, and prior Singapore Government/GOVTECH project delivery experience.
