Technical Program Manager

Job Purpose

The Technical Program Manager is an individual contributor responsible for implementing portfolio management processes, configuring work management systems, and delivering data analytics that support portfolio visibility, execution, and decision-making.

This role translates strategic portfolio objectives into operational execution through hands-on process design, workflow engineering, Agile planning, reporting, and metrics development. The role partners closely with Engineering, Product, Agile, and leadership teams to improve delivery predictability, governance, and business outcomes.


Key Responsibilities

Portfolio & Process Management

  • Design and implement standardized intake workflows, prioritization frameworks, governance processes, and portfolio operating models.
  • Establish quarterly planning practices, including PI Planning, capacity planning, retrospectives, and continuous improvement routines.
  • Create and maintain documentation such as RACI matrices, SOPs, workflow diagrams, process guides, and training materials.
  • Drive process adoption through change management, stakeholder engagement, training, and self-service knowledge resources.
  • Conduct process reviews, identify improvement areas, and implement corrective actions.
  • Partner with Agile coaches and delivery teams to align portfolio processes with team-level ceremonies.

Workflow Tool Engineering

  • Configure and optimize work management tools including Azure DevOps, Jira, Smartsheet, and Power BI.
  • Build boards, queries, dashboards, work item hierarchies, automation rules, and reporting structures.
  • Create stakeholder-specific dashboards and reports to support delivery visibility and portfolio governance.
  • Provide advanced user support for complex tool, workflow, reporting, and configuration issues.
  • Develop user guides, FAQs, training materials, and platform enablement resources.

Data Analytics & Business Intelligence

  • Design and deliver dashboards for executives, program managers, and delivery teams.
  • Track portfolio health, milestones, risks, dependencies, budget, and delivery performance.
  • Implement and report on DORA Metrics including deployment frequency, lead time, MTTR, and change failure rate.
  • Establish Flow Metrics including cycle time, lead time, throughput, WIP, and flow efficiency.
  • Create executive-level reporting that converts complex data into clear insights and recommendations.
  • Support forecasting, variance analysis, burn-rate tracking, and data quality improvements.

Portfolio Coordination & Delivery Support

  • Coordinate quarterly planning events, governance meetings, and cross-functional working sessions.
  • Track actions, decisions, risks, dependencies, and schedule conflicts.
  • Support software initiatives from concept through delivery, ensuring alignment with strategic objectives and business outcomes.
  • Oversee SDLC execution across requirements, development, testing, release, and post-launch activities.
  • Lead continuous improvement initiatives for the Biller Portfolio.

Required Qualifications

Education

  • Bachelor’s degree in Business, Computer Science, Information Technology, Engineering, or a related field.
  • Equivalent professional experience may be considered in lieu of a degree.

Experience

  • 2 to 5 years of experience in program management, portfolio operations, PMO, Agile delivery, or related functions.
  • Hands-on experience administering Azure DevOps, Jira, Smartsheet, or similar work management tools.
  • Experience configuring workflows, dashboards, reports, and process templates.
  • Experience with Power BI, Tableau, or similar business intelligence tools.
  • Experience supporting Agile teams using Scrum, Kanban, SAFe, or similar methodologies.
  • Experience implementing or improving portfolio management processes.

Technical Skills

  • Strong proficiency in Azure DevOps including boards, queries, dashboards, and process templates.
  • Strong proficiency in Jira/Jira Cloud including JQL, workflows, automation, and portfolio views.
  • Working knowledge of Smartsheet, APIs, webhooks, or workflow integrations.
  • Proficiency in Power BI, data modeling, DAX, and visualization.
  • Strong Excel skills including pivot tables, lookups, Power Query, and reporting.
  • SQL knowledge for querying and analyzing data.
  • Understanding of data quality, validation, and reporting governance.
  • Ability to use AI tools for analytics, documentation, analysis, and content preparation.

Methodology & Metrics Knowledge

  • Portfolio management, prioritization, governance, and capacity management.
  • Agile methodologies including Scrum, Kanban, and SAFe.
  • DevOps practices and engineering productivity measurement.
  • ITIL/ITSM and PMI/PMBOK principles preferred.
  • Flow Metrics including cycle time, lead time, throughput, and WIP.
  • DORA Metrics including deployment frequency, lead time, MTTR, and change failure rate.
  • Financial and portfolio metrics including burn rate, variance analysis, ROI, and resource loading.

Professional Skills

Preferred Qualifications

  • PMP, CAPM, PMI-ACP, CSM, SAFe, or similar Agile/program management certification.
  • Atlassian, Microsoft, Power BI, ITIL, or Lean Six Sigma certification.
  • Experience in payments, financial services, SaaS, or regulated industries.
  • Experience implementing DORA or Flow Metrics programs.
  • Experience with enterprise portfolio management tools such as Planview or ServiceNow PPM.
  • Scripting or automation exposure using Python, PowerShell, Groovy, or similar technologies.
  • Intermediate SQL skills.

Work Environment

  • Standard office environment with frequent computer-based work.
  • Hybrid work model with regular in-office presence as required.

  • Minimal travel may be required for planning sessions, workshops, or business meetings.
