Technical Program Manager

You own product delivery execution across technical squads, establish agile standards, run ceremonies, coordinate dependencies, track delivery health, and maintain Jira and Confluence. You bridge New York and European teams through asynchronous communication, decision logs, reporting, and scalable delivery practices.

Responsibilities

• Own product delivery execution for technical squads
• Run sprint planning, stand-ups, backlog refinement, reviews, and retrospectives
• Establish delivery cadences, definitions of done, reporting, and ways of working
• Bridge New York and European teams through asynchronous communication
• Maintain written stand-up summaries and decision logs
• Identify and resolve cross-team dependencies
• Escalate delivery risks before they affect timelines
• Partner with Product Managers on delivery execution
• Track throughput, predictability, cycle time, and roadmap alignment
• Report delivery health to product and engineering leadership
• Maintain Jira and Confluence as sources of truth
• Coach engineering leads to facilitate ceremonies

Requirements

• 5+ years driving delivery for multiple technical teams as a Technical Program Manager, senior Scrum Master, or Agile Delivery Lead
• Experience establishing or maturing a delivery function or agile practice
• Experience facilitating distributed teams across time zones
• Strong asynchronous communication and documentation skills
• Working command of Scrum, Kanban, and scaled agile
• Hands-on fluency with Jira and Confluence
• Excellent facilitation and executive communication skills
• Technical fluency sufficient to follow architecture and data discussions
• Ability to influence without authority
• Comfort using AI tools for reporting, documentation, and meeting synthesis
• Experience in fintech, capital markets, or RegTech is a plus
• Familiarity with trade surveillance, transaction monitoring, or digital assets is a plus
• CSM, PSM, PMP, or SAFe certification is a plus
