Mission Overview:


Keystone Solutions is seeking a Technical Writer with expertise in IT for government procurement. This consultancy mission will take place at a client site, where you will leverage your IT knowledge and experience in public procurement to support the Automatic Number Plate Recognition (ANPR) and sensor program.


Project Description:


The ANPR system utilizes intelligent cameras to recognize license plates, comparing scanned plates with existing data on stolen or reported vehicles. This initiative is crucial for traffic safety and judicial assignments. The program aims to enhance the variety and volume of sensors, focusing on quality, safety, and performance, impacting central systems and information flow.


Responsibilities:


As an IT Technical Expert for government procurement, you will provide essential IT technical support throughout the procurement process:

  • Conduct market analysis of existing and future solutions from camera manufacturers and integrators.
  • Determine operational and technical needs of the Integrated Police and its partners.
  • Develop technical requirements and suggest SLAs.
  • Assist in drafting selection and award criteria.

All activities must comply with legal frameworks surrounding public procurement, emphasizing transparency, objectivity, and equal treatment.


Main Tasks:

  • Organize IT workshops to identify user needs and partner requirements.
  • Coordinate technical input from the DRI (ANPR and sensor program, infrastructure and systems division, architecture, development, etc.).
  • Conduct market analysis, including site visits to specialized firms and digital application fairs.
  • Facilitate information exchange and collaboration with various (government) partners of the ANPR team and the integrated police.
  • Prepare and lead meetings and presentations (e.g., information sessions for firms, Q&A sessions, etc.).
  • Support administrative files.

Additional Tasks:

  • Monitor current contracts and performance in line with applicable specifications for various IT applications.
  • Develop a planning schedule for each new specification based on validated parameters, considering dependencies and risks.
  • Report on the progress of various files, including issues, bottlenecks, risks, and propose alternatives and mitigations.
  • Ensure knowledge and information transfer (SharePoint, Confluence, etc.).

Qualifications:

  • At least 5+ years of hands-on experience in drafting and monitoring public procurement in IT.
  • Strong knowledge of IT (software, hardware) and connectivity, as well as relevant KPIs and SLAs.
  • Familiarity with Belgian and European legislation regarding public procurement in the public sector.
  • Understanding of traffic safety issues and police tasks, with insight into data protection and police data challenges.
  • Proficient in MS Office.
  • Fluent in French or Dutch, with strong passive knowledge of the other language.

  • Excellent communication skills and the ability to facilitate collaboration among various stakeholders.
  • Proactive and capable of working according to strategic agreements.
  • Planning ability and experience in reporting.
  • Able to quickly switch between different topics and adapt to changing priorities.
  • Discretion and a diplomatic approach.

Practical Information:

  • Desired start date: September 15, 2026.
  • Full-time position.
  • Minimum 2 days/week presence in the office, depending on tasks and team meetings; remote work allowed from home or employer address (Belgium).
  • Team: multidisciplinary, mix of internal and external staff.
