The Sponsor requires project management and technical support to manage projects and to perform software development activities within budget in the areas of enabling search against structured and unstructured data sets; federating searches across external data sources; coordinating, tagging, organizing, and collaborating on documents across the organization; leveraging machine language to discover content that would otherwise be missed via Boolean; and incorporating artificial intelligence to do predictive analysis and make recommendations based on historical data. These systems must continue without interruption and meet Sponsor approved timelines for new development activities. The team will comply with the Sponsor’s Lean Agile methodology, participate in all Lean Agile scrums, sprints and grooming sessions, and with Sponsor oversite, manage the progress of Commercial-Off-The-Shelf (COTS) product integration and development efforts. They will provide for O&M of existing system capabilities for enabling search against unstructured data sets; federating searches across external data sources; coordinating, tagging, organizing, and collaborating on documents across the organization and will provide after-hour support on an “on call” basis. The team will ensure O&M and software enhancement activities meet Sponsor approved timelines; consult and coordinate appropriately for problem resolution, task scheduling, new resource requirements, and task clarification; and operate in partnership with an integrated team of staff and contractors. They should understand the Sponsor’s target cloud environment, such as AWS or Azure, and coordinate and collaborate with Sponsor security, operations, testing, and other teams to provide system information and technical support. The team will comply with the Sponsor’s Risk Management (i.e., cyber security) Framework to ensure that the program addresses and mitigates vulnerabilities and risks identified throughout the lifecycle of the project; create, manage, and update Jira tickets; and assist in navigating the security accreditation process. They will support the dissemination of products to access-controlled users; develop and deploy web applications and user experiences supporting the dissemination of analytic product; and with Sponsor direction, provide prototype solutions to demonstrate feasibility and potential benefits of various technical solutions such as: establishing a unified backend architecture for the Sponsor's program, or redesigning and modernizing the existing backend infrastructure. The team will implement changes to current applications based on Sponsor requirements and support the Sponsor’s representatives in the technical assessment to right-size and scale cloud services to include Government-purchasing, engineering, and architecture related activities as applicable to applications. They will track work requirements and action items to meet program deadlines; deliver development requirements as requested by the Sponsor; use a Sponsor-approved tracking system for issues and problems; and provide applications development and programming support to develop software to implement system-level requirements. The team will implement, at Sponsor direction, changes to the current applications based on changing partner requirements, legislation, and policy and new functionality to system software. They will conduct functionality and performance testing for existing applications; develop applications and modifications to existing Sponsor applications in compliance with the Sponsor’s architectural and Authorization and Accreditation (A&A) process; and with Sponsor oversight, engage with end users, stakeholders, and project team members to understand end-user goals and business requirements. The team will create and communicate interaction and UX design decisions in the most appropriate forms (e.g., user stories, wireframes, high-fidelity mockups, etc.) with Sponsor’s organization and, with Sponsor oversight, maintain a continuous feedback loop with users and stakeholders for UI/UX decision-making.

9. (Mandatory) Demonstrated hands-on experience developing Applications and RESTful web services using the following technologies or something similar: Solr, Elastic, Postgres, Java, Scala, RDS, Spring Framework, Spring Security, and Spring Boot.

10. (Mandatory) Demonstrated hands-on experience working with non-relational database systems such as DynamoDB (other on-the-job database experience accepted).

11. (Mandatory) Demonstrated hands-on experience with and troubleshooting of Internet/Web related protocols and technologies (e.g. Tomcat, Nodejs, Web Services, and SSL).

12. (Mandatory) Demonstrated hands-on experience developing JUnit and Jasmine tests and experience with testing platforms such as Jest or Karma.

13. (Mandatory) Demonstrated hands-on experience working with DevOps tools such as Git, Jenkins, and Nexus.

14. (Desired) Demonstrated recent experience with the Sponsor's suite of applications providing repository and search services that enables Sponsor to find the information they need.

15. (Desired) Demonstrated hands-on experience developing user interfaces using Angular Material.

16. (Desired) Demonstrated experience working in a fast-paced, Lean Agile environment.

17. (Desired) Demonstrated recent experience with Sponsor’s profile and alerting services that represents a "prospective search" tool that sifts through incoming stream looking for items that match a user’s profile and alerts upon match.

18. (Desired) Demonstrated recent experience with the Sponsor’s discovery and recommendation services that allows a user to discover data they wouldn’t ordinarily know about and represents an information filtering system that leverages content-based approaches to discriminate between interesting and uninteresting items for a user.

19. (Desired) Demonstrated experience with the Sponsor’s Pre-NLP processing pipeline to remove boilerplate text, portion marks and non-narrative content.

20. (Desired) Demonstrated experience with the Sponsor’s federated search service that allows users to federate searches across external data systems.

21. (Desired) Demonstrated experience with the Sponsor’s tagging and folder services and applications that allow users to curate and organize documents.
