BUDGET ANALYST

Summary

Manages and executes federal budgets, analyzes financial legislation, and provides strategic recommendations to senior leaders for a government agency.

This position is being filled under the Direct Hire Authority for Certain Personnel of the Department of Defense using hiring authority in 5 USC 9905. DISA has delegated authority by the Under Secretary of Defense to directly appoint qualified candidates possessing a finance, accounting, management, or actuarial science degree, or a related degree from an accredited college or university in a field of study, or equivalent experience, related to the functions of the position to be filled.

Manages, allocates, and executes complex federal budgets, including General Funds (GF) Investment accounts and Defense Working Capital Funds (DWCF), to support agency wide programs and ensure proper use and distribution of funds.

Analyzes the impact of federal financial legislation, regulations, and Office of Management and Budget (OMB) circulars to design, implement, and improve fund control procedures and ensure compliance across the organization.

Performs complex financial analyses of budgetary data to provide strategic recommendations, authoritative guidance, and advisory services to senior leaders and external stakeholders.

Lead the direction of the control and distribution of appropriated investment funds and Defense Working Capital Funds (DWCF) authority during the year of execution, Mid-Year Review (MYR), and End of Year (EOY) processes.

Monitors and tracks the use and distribution of appropriated and defense working capital funds, prepares financial reports from the status of funds, and recommends reprogramming actions to meet agency short- and long-term goals.
