About the Role

We are seeking an experienced Principal Business Analyst to join a major Queensland Government ICT program delivering technology-enabled reform across a critical public service environment.

This is a high-profile transformation program involving the establishment of new ICT capabilities, modern case management technology and a centralised intelligence platform. You will play a key role in shaping business requirements, improving processes and ensuring technology solutions align with operational and strategic objectives.

Working closely with senior stakeholders, technical teams, project managers and subject matter experts, you will lead business analysis activities across complex projects and help deliver practical, effective outcomes.

Key Responsibilities
  • Lead workshops and stakeholder consultations to elicit, analyse and document complex business requirements.
  • Develop and optimise business processes using recognised modelling techniques, including BPMN and process flow diagrams.
  • Collaborate with technical teams, architects and SMEs to define and evaluate technology solutions.
  • Analyse complex business and digital transformation issues and contribute to options analysis, business cases and strategic recommendations.
  • Manage requirements throughout the project lifecycle, ensuring alignment between business needs and technology outcomes.
  • Build strong relationships across business, technical and executive stakeholder groups.
  • Identify and support the management of business, technology and delivery risks.
  • Prepare high-quality documentation, reports, submissions and materials to support decision-making and governance.
  • Provide guidance and mentoring to other Business Analysts and contribute to a positive, collaborative team culture.
  • Apply Agile and Waterfall methodologies and adapt business analysis approaches to suit project requirements.
Essential
  • Demonstrated high-level experience in business analysis and requirements elicitation, documentation and analysis.
  • Experience facilitating workshops and consultations with diverse stakeholders.
  • Experience with business process modelling, including process flow diagrams and BPMN.
  • Demonstrated ability to analyse complex issues and develop effective solutions.
  • Strong stakeholder engagement, consultation and negotiation skills.
  • Experience working within cross-functional and multidisciplinary teams.
  • Experience assessing and mitigating IT-related business risks.
  • Experience working with governance, risk and quality standards.
  • Experience with Agile and Waterfall methodologies.
  • Experience across the end-to-end software development lifecycle.
  • Strong written and verbal communication skills.
  • Ability to produce clear technical documentation, policies, guidelines, reports and submissions.
Desirable
  • Relevant tertiary qualifications or certifications in Business Analysis or a related discipline.
  • Business analysis accreditation such as ECBA, CCBA or CBAP.
  • Working knowledge of BABOK®.
  • Working knowledge of requirements classification schema.
  • Experience contributing to business cases, options analysis and strategic recommendations.
