Contingent Procurement Lead / Deputy Program Manager
NewBe an early applicant- Lead all procurement activities including specialty metals, raw fabrication materials, precision instrumentation and sensors, GPS/PNT equipment, calibration services, ITAR/EAR-controlled components, consumables, and custom-fabricated parts
- Manage the full procurement lifecycle from Procurement Request (PR) receipt through QC review, vendor sourcing, cost estimation, purchase order execution, and delivery confirmation
- Ensure 95% of routine items are purchased within established turnaround timelines and 98% accuracy on item specifications per contract AQLs
- Ensure all procurement actions comply with FAR, DFARS, ITAR, and EAR requirements
- Supervise Procurement Specialists, providing technical guidance, QC review of complex actions, and workload prioritization
- Manage vendor relationships, source development, and competitive sourcing strategies across CONUS and international markets
- Ensure cost estimates are provided within three business days and purchase orders executed within one business day of government approval
- Provide actionable sourcing solutions and quotes within 48-72 hours for ad-hoc and emergent test support requirements
- Serve as the Program Manager's designated alternate for all contract oversight responsibilities during PM absence or unavailability
- Interface directly with the 704th TG COR and squadron program managers as directed by the PM
- Support milestone completion documentation, CDRL deliverable production, and contract reporting requirements
- Monitor overall contract performance and raise risk flags to the PM proactively
- Support surge coordination and cross-functional team prioritization during compressed-timeline test requirements
- Manage procurement workflow within the OWMS, ensuring all PR actions are accurately entered, triaged, tracked, and closed with complete documentation
- Ensure financial data integrity for all procurement actions, including accurate cost coding by squadron and mission area
- Review and approve OWMS procurement workflow outputs prior to government submission
- Support 100% funds visibility in OWMS and zero unapproved cost overruns
- U.S. Citizenship required
- Active Secret security clearance required
- Minimum 8 years of experience in government procurement, including direct FAR/DFARS-compliant purchasing
- Demonstrated experience procuring technically complex items including specialty metals, fabrication materials, GPS/PNT equipment, precision instrumentation, and ITAR-controlled components
- Minimum 3 years in a lead or supervisory procurement role
- Bachelor's degree in Supply Chain Management, Business, Logistics, or related field
- Experience with ITAR/EAR compliance in a procurement context
- Deep working knowledge of FAR, DFARS, ITAR, and EAR
- Strong vendor sourcing and negotiation skills across domestic and international markets
- Ability to manage high-volume procurement queues while maintaining QC standards and AQL compliance
- Clear written and verbal communication skills for COR and leadership interface
- Proficiency in Microsoft Office Suite and web-based procurement/workflow systems
- Judgment to escalate the right issues and resolve the rest independently
- CPSM, CFCM, or DAU Contracting certification
- Experience supporting Air Force, AFMC, or DoD test and evaluation programs
- Familiarity with OWMS or similar workflow platforms
- Prior deputy PM or contract oversight experience on a federal prime or OTA contract
- Knowledge of DoD property accountability and APSR requirements
