The Cheshire West and Chester Council Digital, Data and Technology (DDAT) department has recently undergone a huge transformation and is looking for an ICT Cloud Engineer to lead the management, support and continuous improvement of the Council's Microsoft 365 and cloud services, providing technical expertise across cloud platforms including Microsoft Azure. The postholder will play a key role in cloud migration and transformation projects, helping to deliver secure, resilient and cost-effective digital solutions while shaping the Council's future cloud architecture.

Role responsibilities include:

  • Lead the configuration, administration and optimisation of Microsoft 365 and cloud services, ensuring they are secure, resilient, scalable and aligned to business needs.
  • Provide technical expertise and guidance on Microsoft 365 products, cloud technologies and digital solutions, supporting the delivery of the Council's Digital, Data and Technology (DDaT) objectives.
  • Support the planning and delivery of cloud migration projects, helping to modernise services, optimise hosting arrangements and decommission legacy systems.
  • Work collaboratively with Digital Commissioning, ICT Operations and Security teams to integrate cloud and on-premise technologies, improve service performance and deliver seamless user experiences.
  • Monitor cloud capacity, licensing, subscriptions and service performance to ensure systems remain efficient, cost-effective and deliver value for money.
  • Drive continuous improvement by identifying opportunities to enhance digital services, increase self-service capabilities and ensure compliance with GDPR, security standards and organisational policies.

We're looking for an experienced Microsoft 365 and Cloud Specialist with a degree in Computer Science (or equivalent experience), ITIL Foundation certification and ideally a Microsoft Azure or cloud certification. You'll bring strong technical expertise in Microsoft 365 administration, Azure Active Directory, identity management and cloud technologies, alongside experience of supporting cloud migration and modernisation programmes.

Just as importantly, you'll be an effective people leader with experience of supporting, developing and motivating team members to deliver high-quality services. You'll be comfortable providing day-to-day guidance, setting clear expectations, monitoring performance and fostering a positive, collaborative team culture.

As a natural problem solver and skilled communicator, you'll be able to build strong relationships with colleagues, suppliers and stakeholders at all levels, translating technical information into practical solutions. You'll be proactive, resilient and customer focused, able to balance competing priorities while driving continuous improvement, service excellence and digital transformation across the Council.
