Job Description

NAOVI is seeking an IT Program Manager who will serve as Technical Delivery Managers (TDMs). The candidate will be a primary POC to the agency regarding oversight of all software and infrastructure project efforts for this position. The TDM shall manage the demand for development teams, report to stakeholders on team status, and communicate internally and externally to mission partners.

  • Demonstrated on-the-job experience leading an Agile development team.
  • Demonstrated on-the-job experience working with senior level staff for status updates and prioritization.
  • Demonstrated on-the-job knowledge and experience with using Jira for managing backlogs, portfolios, products, and sprints.
  • Demonstrated on-the-job experience putting together sprint plans.
  • Demonstrated on-the-job experience putting together weekly reports.
  • Demonstrated on-the-job ability to monitor the progress of multiple concurrent and highly visible projects and requirements with the ability to recommend or take required corrective actions; to perform risk identification and management; and to communicate effectively with the agency, stakeholder, and project team.
  • Demonstrated on-the-job communication skills and ability to articulate complex resource and technical issues to a range of audiences.
  • Demonstrated on-the-job knowledge and experience with leading and managing enterprise level projects that have a multi-disciplinary cross-organizational project team from start to end using the agency’s Project Management Framework (PMF) and Agile Project Management methodology.
  • Demonstrated on-the-job knowledge and experience with managing multiple concurrent projects, short deadlines, and competing priorities.
  • Demonstrated on-the-job knowledge and experience identifying programmatic challenges, risks, and constraints coupled with a strong ability to convey well-thought mitigation strategies.
  • Demonstrated on-the-job knowledge and experience managing a project through the accreditation process using ICD-503 and receive ATO (Authority to Operate).

Desired and demonstrated Experience:

  • Hold the following Professional Certifications: Project Management Professional (i.e. PMI PMP), Agile Certified Practitioner (ACP).
  • Demonstrated recent experience with the agency Lean Agile methodology.
  • Demonstrated experience managing top line charts, sprint burn-up charts and sprint goals.
  • Demonstrated experience with the agency’s data repositories, Segmentation service, SecOps Pipeline, and agency JIRA Workflow.
  • Demonstrated on-the-job ability to communicate (orally and in writing) complex technical concepts and project information, tailoring ideas, explanations, and concepts to executive and senior managers.
  • Demonstrated on-the-job knowledge of the government agency enterprise technical architecture, services-oriented architecture, security requirements, and operating environments.
  • Demonstrated broad knowledge of the government agency IT components, missions, and strategies.
  • Demonstrated familiarity with IC issues, policies, systems, and working relationships.
  • Demonstrated on-the-job ability to build and maintain constructive relationships among the government, stakeholders, technical teams, and contractors across the government agency and Intelligence Community (IC).
