MANAGEMENT AND PROGRAM ANALYST

Summary

Oversees the Government Travel Charge Card program, monitoring compliance, detecting fraud, and resolving billing discrepancies for a federal agency.

Who May Apply: This announcement is open to current, permanent DoD Federal Civilian Employees in the competitive service, , DoD VRA employees, eligible Priority Placement Program DoD Military Spouse Preference applicants, and eligible PPP applicants, Military Spouses, Veterans Employment Opportunities Act (VEOA) and eligible Interagency Career Transition Assistance Plan applicants (ICTAP).

Performs as an Agency Program Coordinator (APC) ensuring that all applicable laws and regulations of the Government Travel Charge Card (GTCC) are followed and that sound business practices are being followed.

Defines indicators of possible fraud or misuse of the travel cards and tracks these indicators as required.

Utilizes electronic card management reporting systems (such as Citimanager and the Defense Travel System) to perform continuous analyses, run surveillance reports, and identifies both positive and negative trends, including findings and deficiencies.

Serves as the primary technical liaison between cardholders, servicing financial institutions, and DFAS representatives to resolve complex billing, credit, and operational discrepancies.

Directly responsible for performing comprehensive program oversight and full life-cycle management for DFAS travel charge card accounts and the day-today operations specific to the DFAS Card Services, Government Travel Charge Card Program.
