Aspirante is seeking an experienced Principal Business Analyst to join the Department of Justice’s Queensland Protection Commission ICT Program.
The Queensland Protection Commission is being established in response to In Plain Sight, the review into system responses to child sexual abuse. It will bring together Blue Card services, disability worker screening, the Reportable Conduct Scheme and Child Safe Standards, commencing operations in February 2027.
The QPC ICT Program is responsible for establishing the Commission’s technology capability, followed by the delivery of a centralised child safeguarding intelligence hub and a new case management system by February 2028.

Reporting to the senior program leadership team, you will lead the identification, analysis and documentation of complex business requirements within a large ICT environment.
You will work closely with business representatives, executives, architects, technical specialists, Project Managers and other Business Analysts to ensure proposed solutions meet operational needs and align with Department of Justice enterprise architecture, governance and Queensland Government policy requirements.

- Lead workshops and stakeholder consultations to elicit, analyse and document complex business requirements.
- Translate business needs into clear functional and non-functional requirements.
- Develop process models and process flows using BPMN and other recognised techniques.
- Analyse and optimise business processes to improve efficiency and service delivery.
- Collaborate with architects and technical teams to design and evaluate ICT solutions.
- Contribute to business cases, options analysis and strategic recommendations.
- Identify and manage business, technology, governance and information security risks.
- Produce high-quality reports, submissions, policies, guidelines and decision-support material.
- Work effectively across Agile, Waterfall and hybrid delivery environments.
- Mentor and support Senior and Junior Business Analysts.
You will bring demonstrated senior-level experience as a Principal, Lead or highly experienced Senior Business Analyst within a large and complex ICT transformation program.
To be successful, you will offer:
- Extensive experience eliciting, analysing and documenting complex business requirements.
- Advanced workshop facilitation, consultation and stakeholder management skills.
- Strong capability in BPMN, process mapping, business process modelling and process optimisation.
- Experience working across the end-to-end software development lifecycle.
- The ability to assess complex issues, identify root causes and recommend practical solutions.
- Experience contributing to business cases, options analysis and solution evaluations.
- Strong governance, risk and quality assurance capability.
- Excellent written communication and technical documentation skills.
- Experience collaborating with business leaders, technical specialists and multidisciplinary delivery teams.
- The ability to mentor other Business Analysts and support continuous improvement.
- Relevant qualifications or certifications in business analysis, including BABOK, CBAP, CCBA or equivalent understood.
