PROJECT MANAGER

Summary

Oversee a high-stakes portfolio of national programs, integrating emerging tech and Lean Six Sigma to streamline workflows and act as the Contracting Officer Representative for critical defense-media contracts.

This position is part of the War Media Activity. The incumbent is responsible for the independent management of a complex portfolio of strategic programs and functions that are of national significance. Directs strategic planning efforts, including the Enterprise Project Management Office (EPMO), leading strategic planning, spearheading enterprise-wide process improvement, and performing Contracting Officer Representative duties.

As a PROJECT MANAGER at the GS-0301-13 some of your typical work assignments may include: Serves as WMA's principal technical authority for the enterprise project and portfolio management framework; establishes standards, guides the integration of emerging technologies (like AI), and resolves critical project bottlenecks. Translates national-level directives (NSS/NDS) into actionable, long-range WMA plans; conducts requirements analyses and provides the authoritative recommendations that drive future resource allocation. Leads enterprise-wide business process re-engineering; applies Lean Six Sigma methodologies to solve systemic inefficiencies and directs matrixed teams to implement modernized workflows. Performs certified COR duties for complex, strategic contracts; develops SOWs and IGCEs, monitors fiscal and milestone performance, and acts as the technical authority to resolve vendor disputes. Executes priority action officer duties for the Chief, Strategy; drafts executive correspondence and decision papers, and represents WMA in high-level briefings. Manages the EPMO framework and standards; designs low-overhead, self-service tracking tools to maintain portfolio visibility through staffing and budget transitions.
