Project Manager (Payment Systems)

Oversee day-to-day operations, maintenance, and enhancements of payment systems and enterprise applications, coordinating with vendors and stakeholders to ensure secure, reliable service delivery.
Job Summary
- Lead the day-to-day management, operational support, and continuous improvement of assigned payment platforms and enterprise applications.
- Oversee systems during warranty and maintenance phases, ensuring reliable, secure, and timely support for business operations.
- Drive the onboarding of new digital services onto the platform and manage enhancement initiatives as required.
- Collaborate closely with Finance, Business Analysts, and outsourced vendors to ensure smooth system operations, effective issue resolution, and high-quality service delivery.
- Report to the Deputy Director (Application Services) and support broader digital service delivery objectives through effective project, vendor, and stakeholder management.
Key Responsibilities
Application Operations & Support
- Oversee the day-to-day operations, maintenance, and support of assigned systems to ensure service reliability and effective business support.
- Manage warranty support activities, including defect tracking, issue resolution, service requests, and follow-up actions with outsourced vendors.
- Coordinate application releases, production deployments, maintenance activities, and system changes in accordance with established governance processes.
- Monitor system performance, operational issues, and service delivery outcomes, ensuring timely escalation and resolution where required.
Service Onboarding & Enhancements
- Lead the onboarding of new digital services, including planning, requirements coordination, testing, implementation, and go-live support.
- Partner with Business Analysts to understand business needs, assess enhancement requests, and translate requirements into actionable delivery plans.
- Work closely with Business Analysts and business stakeholders to support user acceptance testing (UAT), requirements clarification, issue management, and change management activities.
- Manage enhancement requests, prioritization, and implementation to ensure alignment with business objectives, system architecture, and operational requirements.
Financial & Governance Management
- Collaborate with the Finance team to support payment operations, reporting requirements, and audit-related activities.
- Track budget utilization and expenditure related to system support, onboarding, and enhancement activities, including monitoring committed spend and escalating financial risks where necessary.
- Ensure compliance with organizational governance, security, and operational standards throughout the application lifecycle.
Risk, Compliance & Vendor Management
- Monitor and manage operational, cybersecurity, data protection, and compliance risks, including timely mitigation and escalation of identified issues.
- Manage vendor performance and service delivery to ensure adherence to contractual obligations, service level agreements (SLAs), and expected quality standards.
- Maintain effective governance over outsourced support and maintenance services to ensure business and operational objectives are met.
Stakeholder Management & Continuous Improvement
- Provide regular updates to management and key stakeholders on system operations, risks, issues, enhancement initiatives, and onboarding progress.
- Build strong working relationships across business, finance, technical, and vendor teams to drive successful outcomes.
- Promote continuous improvement in operational processes, service delivery, user experience, and team collaboration.
Required Skills
Project & Service Management
- Proven experience managing enterprise applications, digital platforms, or business-critical production systems.
- Strong understanding of incident, problem, change, release, and service management processes.
- Ability to manage multiple workstreams, competing priorities, and operational issues with minimal supervision.
- Experience supporting budget and expenditure tracking, including contracts, purchase orders, invoices, and vendor-related financial monitoring.
Cloud, DevSecOps & Delivery Tools
- Working knowledge of cloud environments, preferably Government Commercial Cloud (GCC) on AWS.
- Experience using GitLab for source code management, CI/CD pipelines, release coordination, and deployment tracking.
- Familiarity with SHIP-HATS governance requirements and secure software delivery practices.
Business & Technical Knowledge
- Experience supporting payment systems, financial applications, enterprise platforms, or customer-facing digital services.
- Understanding of API integrations, system interfaces, and enterprise application ecosystems.
- Awareness of cybersecurity, data governance, compliance, and operational risk management principles.
Stakeholder & Vendor Management
- Strong communication, stakeholder engagement, and relationship management skills.
- Experience working closely with Business Analysts to manage requirements, enhancements, and operational support activities.
- Ability to bridge business and technical teams and drive outcomes through effective coordination and collaboration.
Qualifications
- Bachelor's Degree in Information Technology, Computer Science, Engineering, Business, Project Management, or a related discipline.
- Minimum of 5 years of experience managing enterprise applications, technology projects, or digital platforms.
- Experience working in cloud-based environments, preferably GCC on AWS.
- Proven experience managing outsourced vendors, application maintenance contracts, or managed services.
- Experience in government, public sector, financial services, payment platforms, or other regulated environments will be advantageous.
