Senior Business Analyst- HCM Transformation
Summary
Day-rate contract Senior Business Analyst (AUD $850–950/day + super) with AAR Consulting Group, placed with a large NSW Government client on a 3–4 year HCM transformation program in Eveleigh, Sydney. The role leads future operating model and business reform analysis, facilitating senior-stakeholder workshops and defining technology-agnostic HR requirements ahead of future HCM technology selection.

The program has been under development for a number of years and is now entering an important phase of transformation, following a renewed executive direction and focus on establishing a sustainable future operating model.
The program is not simply a technology implementation. It is focused on understanding how HR services, processes, data and ways of working need to operate in the future, identifying what can be improved or retained, and determining what needs to be fundamentally redesigned.
Technology selection will follow this business and operating model work. The program is therefore technology-agnostic at this stage, with future HCM technology options to be assessed against the organisation's future requirements.
Role Description:
The Senior Business Analyst will play a key role in defining and shaping the future state of the organisation's HR operating environment.
Working across the Future Operating Model and Business Reform pillars of the program, the role will engage with senior business stakeholders and subject matter experts to understand the current environment, challenge existing assumptions, identify opportunities for reform and translate future business needs into clear requirements and design outcomes.
A key part of the role will be working within a complex stakeholder environment where there may be significant attachment to existing processes, systems and ways of working. The successful candidate will need to be comfortable challenging established thinking, managing resistance and influencing senior stakeholders towards future-state outcomes.
This is a transformational business analysis role rather than a conventional implementation BA position.
Responsibilities include:
- Lead business analysis activities across the Future Operating Model and Business Reform workstreams
- Engage with senior executives, HR leaders, SMEs and other stakeholders to understand current capabilities, processes, services, data and operational constraints
- Analyse the existing HCM environment and identify what should be retained, improved, redesigned or fundamentally transformed
- Facilitate complex workshops and discussions to establish future-state requirements, operating models, processes and service outcomes
- Challenge existing assumptions and facilitate constructive conversations where stakeholders have strong views or resistance to change
- Translate strategic business objectives into clear, structured and actionable business requirements
- Develop and document current-state and future-state operating models, processes, services and requirements
- Identify gaps between the current environment and the organisation's desired future state
- Work with stakeholders to define the capabilities, processes, information and services required to support the future operating model
- Analyse existing HR data and processes to determine what can be accommodated within a future solution and where fundamental redesign may be required
- Ensure business requirements are technology-agnostic and focused on business outcomes ahead of future HCM technology selection
- Provide business analysis input to future solution and technology considerations, including potential SaaS HCM platforms
- Maintain strong traceability between strategic objectives, business reform, future-state design and detailed requirements
- Identify dependencies, risks, assumptions and issues that may impact future-state design and program outcomes
- Work collaboratively with architecture, technology, change, data and program teams as the transformation progresses
- Produce high-quality business analysis artefacts, including process models, requirements, future-state designs, workshop outcomes and decision papers
- Support executive and governance forums by providing clear analysis and evidence-based recommendations on business requirements and reform opportunities
- Significant experience as a Senior Business Analyst / Lead Business Analyst on major business transformation programs
- Demonstrated experience working on complex organisational, operating model, business reform or service transformation initiatives
- Strong experience working with senior executives and challenging stakeholder environments, including situations involving significant resistance or competing views
- Demonstrated ability to influence, challenge and facilitate agreement with stakeholders who may be strongly attached to existing processes, systems or ways of working
- Strong experience defining future-state operating models, business processes, capabilities and requirements
- Demonstrated experience analysing complex legacy environments and determining what should be retained, improved, replaced or fundamentally redesigned
- Experience within HCM, HRIS, HR services or workforce transformation environments highly desirable
- Experience working across complex HR processes, services, data and operating models
- Strong requirements elicitation, analysis, documentation and traceability skills
- Exceptional workshop facilitation and stakeholder engagement capability
- Ability to operate comfortably between strategic transformation discussions and detailed hands-on BA delivery
- Demonstrated experience working in large, complex organisations with multiple stakeholder groups and established ways of working
- Strong analytical capability, with the ability to work through ambiguity and develop structure where there is no established framework
- Experience contributing to large-scale SaaS or enterprise technology transformation programs advantageous
- Experience with HCM platforms such as SAP SuccessFactors, Oracle HCM or equivalent advantageous, but the program is technology-agnostic at this stage
- NSW Government or large public sector experience highly desirable
- Consulting or transformation advisory experience advantageous
The successful candidate will be a genuine transformation BA, rather than someone whose experience is primarily limited to documenting requirements for an established technology solution.
You will be comfortable asking difficult questions, challenging established ways of working and working with senior stakeholders who may not initially agree with the direction of change.
You will bring the maturity to understand that successful transformation is not simply about implementing new technology — it is about establishing the right future operating model, processes, services and requirements first, and then determining the technology that can best support that future state.
