The Ending of the HIV Epidemic (EHE) initiative supports high-impact strategies to diagnose, treat, prevent, and respond to HIV. Rapid Start is a key treatment strategy that connects people newly diagnosed with HIV and people re-engaging in care with timely HIV medical care and antiretroviral therapy (ART).

Rapid Start relies on coordinated clinical and community systems to support linkage, navigation, treatment initiation, retention in care, and viral suppression. The HIV/STI Division provides programmatic oversight of EHE-funded Rapid Start activities, including contract management, provider coordination, technical assistance, performance monitoring, fiscal oversight, and compliance with federal grant requirements.

Under the direction of the Director of Prevention and Early Intervention, the Senior Program Manager manages the day-to-day programmatic and operational activities of the Rapid Start initiative. The position oversees implementation of the service model, assigned staff, contracted providers, performance management, quality improvement, community engagement, and required grant reporting. The Senior Program Manager works across clinical and community settings to reduce barriers and improve timely linkage to care, ART initiation, retention, and viral suppression.

Duties

  • Works to help BPHC advance as an antiracist organization by meeting or exceeding the standards set by the BPHC Anti-Racism Policy
  • Supervise and provide guidance to assigned staff supporting Rapid Start and related EHE activities.
  • Collaborate with clinical providers, community-based organizations, testing programs, public health partners, people with lived experience, and other stakeholders to plan, implement, monitor, and evaluate Rapid Start activities.
  • Work with program, fiscal, grants, contracts, data, evaluation, quality management, and subrecipient management staff to ensure programmatic and fiscal accountability.
  • Develop and maintain standard operating procedures, referral workflows, service standards, escalation pathways, and implementation tools.
  • Oversee contracted services, provider deliverables, expenditures, and data related to referral, linkage, ART initiation, retention, and viral suppression.
  • Provide technical assistance to funded providers on program implementation, grant management, performance expectations, and reporting requirements.
  • Ensure compliance with applicable EHE, HRSA, federal grant, privacy, and BPHC requirements.
  • Establish and monitor performance indicators and outcome measures across the HIV care continuum, including timeliness, service quality, and equity in outcomes.
  • Develop and coordinate procurement processes and Requests for Proposals for Rapid Start and related services and participate in negotiations with selected vendors.
  • Coordinate performance monitoring, fiscal review, site visits, corrective action, technical assistance, and compliance reporting for implementing partners.
  • Convene provider meetings and learning collaborative activities and lead cross-system problem-solving to address barriers to linkage, treatment initiation, re-engagement, and retention.
  • Exercise independent judgment and discretion in decisions affecting Rapid Start operations, contracted services, staff, and implementing partners.
  • Work in a confidential capacity and operate with significant independence.
  • Make and recommend management and personnel decisions for assigned staff, including promotion, transfer, assignment, and discipline.
  • Prepare grant applications, progress reports, presentations, and other required program and federal submissions.
  • Perform other duties as required.
