Manages and analyzes manpower resources for a U.S. Army Corps of Engineers district, ensuring alignment with budgets and workload demands.
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for certain personnel of the DoD workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This is a Management Analyst, GS-0343-11 position for US ARMY ENGINEER DISTRICT, TULSA RESOURCE MANAGEMENT OFFICE BUDGET AND MANPOWER BRANCH, located in TULSA, OK.
Analyze and manage district manpower resources, ensuring alignment with authorized positions, workload demands, and funding levels.
Recommend and coordinate manpower adjustments based on program changes, staffing needs, and budget constraints.
Interpret and communicate manpower guidance from SWD (Southwest Division) and HQUSACE (Headquarters US Army Corps of Engineers) to district leadership and staff.
Maintain manpower controls for military and civilian positions across Army Management Structure and Civil Works appropriations.
Review manpower requests, assist organizations with justification development, and recommend approval or adjustment.
Coordinate with SWD and HQUSACE on requests for additional manpower authorizations.
Serve as the district focal point and program agreements manager for all support agreements.
Manage and maintain the Integrated Manning Document (IMD) as the official manpower record.
Process Requests for Personnel Actions (RPAs) ensuring actions align with authorized manpower positions.
Monitor manpower utilization, including contract employees an Interns.
Coordinate and document organizational changes, including preparation of permanent orders and required approvals from stakeholders.
