MANAGEMENT & PROGRAM ANALYST

Summary

Analyzes civilian manpower needs, budgets, and organizational structures for a U.S. Navy center, ensuring compliance with HR policies and DoD performance programs.

You will serve as a Management & Program Analyst in the Administrative Department (Code N1) of NAVAVNWARDEVCEN.

You will perform quantitative and qualitative analysis to determine, validate, and anticipate civilian manpower requirements determinations for budget decisions based on available and future funding and resources.

You will translate authorizations into a demand signal for hiring, recruitment, training, and budgeting.

You will review proposals to establish, discontinue, consolidate, transfer, or regroup organizational units to determine the effect on existing policies.

You will prepare updated organizational charts and functional statements and accomplish required coordination and required action for approval.

You will ensure timely execution of tasks and achievement of milestones regarding the conduct of manpower functions, to include analysis and supporting justifications.

You will explain to managers (as required) the philosophy, basis, objectives and procedures, involved in new or changed management systems or techniques being applied.

You will discuss administrative and operational challenges and overall methods and procedures in relation to management processes.

You will serve in organizational structure studies, surveys, and reviews.

You will design and lead management studies for reviewing and evaluating structural concerns and objectives related to the civilian workforce.

You will review available guidance, previous studies and recommendations, performance standards, cost elements, data mining studies, and/or manpower requirements.

You will ensure technical accuracy and compliance with the wide range of human resource policies by preparing a myriad of personnel actions.

You will deliver analysis regarding the many program nuances for the DoD Defense Performance Management Appraisal Program (DPMAP) enterprise-wide.

You will administer the organization's civilian training requirements budget.
